Location: Poplar, London


Salary/Rate: £38,403 per annum


Type: Permanent, Full Time



Adecco London are currently recruiting for an Asbestos Manager on behalf of a well-recognised property services company.


Key responsibilities include but are not limited to:




  • Provide a maintenance service to fully meet the requirements of our clients repairs and maintenance policy.

  • Undertake full feasibility studies where necessary.

  • Ensure that there is full compliance with our client's policies and procedures with regard to asbestos.

  • Prepare specifications of works, drawings and full contract documentation where appropriate.

  • Monitor and report on maintenance and improvement contracts progress.

  • Help to develop and implement the Planned, Cyclical and Day to Day maintenance programmes.

  • Provide technical advice on works required to repair, maintain, improve or develop property with particular reference to asbestos related issues.

  • Carry out surveys to empty properties (voids), occupied properties and communal areas of blocks etc. to ascertain and record the presence of asbestos containing materials and detailing how these should be treated.

  • Establish and maintain sound contractual/financial systems that prove probity and adherence to our clients financial/procedural protocols and procedures.

  • To undertake the full range of Asbestos and Maintenance Surveying duties including planned and cyclical maintenance, to encompass all of the following:

  • Development of project briefs including required input from other technical and professional disciplines and staff

  • Appoint and manage specialist consultants to undertake such commissions as necessary or as directed.

  • Carry out surveys to diagnose the cause and remedial action necessary in relation to building faults and problems and the preparation of full technical reports.

  • Visit sites and undertake condition and structural surveys as well as measured surveys for refurbishment and/or re-development proposals.

  • Preparation of small feasibility studies and budget estimates for clients to enable decisions to be made on allocation of budgets and formulation of works programmes.

  • Preparation of full design drawings and specifications including obtaining statutory consents etc as necessary.

  • Undertaking a full range of contract administration duties from scheme inception to completion for all allocated projects.

  • Carrying out all necessary resident and/or user consultation for all projects allocated in accordance with our client consultation policy and procedures.

  • Preparation of committee and other reports.

  • Preparation of valuations, final accounts and invoice payments as necessary. Authorise payments within delegated authority.

  • Monitor all relevant MTC contractor's performance. Report regularly on projects and programmes to ensure quality and budget requirements are met.

  • Provide technical advice to managers and other officers and the Estate Services Teams on all aspects of work within sphere of responsibility with particular reference to asbestos related matters.

  • To keep abreast of all procedural, legislative, good practice and current professional standards as they relate to the asbestos and maintenance surveying functions.

  • Represent our client at a variety of meetings concerning building surveying, repairs, maintenance, refurbishment, adaptation and asbestos related matters.

  • Represent the team as an expert witness in legal proceedings.

  • Preparation of documentation and negotiation of Party Wall Awards and insurance assessments or commissions consultants to act for the company.


Ideal candidate and personal qualities:


Experience:



  • Experience of housing construction obtained within a local authority, social landlord or private sector environment.

  • Experience and achievement in rehabilitation or maintenance environments.

  • Experience in managing and delivering contracts and schemes of work.

  • Experience in dealing with all aspects of preventative, cyclical and reactive maintenance.


Skills:



  • Able to organise, plan and deliver the surveying work plan.

  • Able to work with minimal supervision.

  • Able to investigate, analyse and implement appropriate action.

  • Able to co-ordinate projects and own work activities to achieve efficiency and effectiveness.

  • Able to work under pressure and to co-operate and work with others.

  • Able to write and present reports and interpret statistical/financial information.

  • Able to negotiate and experience scaffolding, heights and confined spaces, etc.

  • Computer skills commensurate with the demands of the service.

  • Able to extract information and explain technical issues to others giving clear advice and support to them as needed.
