OVERVIEW:


To be responsible for the development of TF Cloud asset management database to include the collection and management of property data.



MAIN PURPOSE OF THE JOB



  1. To be responsible for the development of the Asset Management database or the Property and Facilities Management Departments (Asset Management)

  2. To be responsible for Asset Management data collection.

  3. To be responsible for Asset Management data analysis to support major estate strategy decision-making.

  4. To be responsible for meeting deadlines for data collection and transmission.

  5. To maintain TF Cloud and be responsible for its improvement to reflect changing requirements and corporate developments.

  6. To update TF Cloud to reflect changes in land ownership and leasing and assets.



DUTIES & RESPONSIBILITIES



  1. Responsible for the maintenance and development of the Council's Asset Management database

  2. Responsible for using knowledge of database operations to ensure the most effective collection and interpretation of data stored to inform major asset management decisions.

  3. Responsible for timely data collection in accordance with service requirements for Asset Management and reporting to external bodies.

  4. Responsible for identifying potential for enhancement of the existing database by updating existing data and extending the range of data held. And linking with other corporate data, e.g. GIS, and responsibility for continuous improvement of the operation of the database.

  5. Responsible for analysis of Asset Management data to support development of the Asset Strategy.

  6. Ensuring that appropriate systems are put in place for regular and routine updating of Asset Management data.

  7. Responsible for updating ownership records and recording changes to estate and tenant

  8. Responsible for providing data reports to report on Asset Performance and inform the development of Asset Strategy.

  9. Responsible for working with staff in other Council departments to promote knowledge of use and interpretation of data held and to inform data collection exercises.

  10. Provide report and analysis of progress on Asset Strategy implementation and the effect of investment strategies.

  11. Responsible for meeting deadlines and managing competing deadlines and providing information to others to meet programme/project requirements.

  12. Responsible for working with service providers, directorates and third sector organisation to gather property data and supporting property managers in using data to improve local Asset Management, e.g. energy performance.

  13. Ensuring links with Corporate Asset Management and Corporate Finance to update corporately held data as required.

  14. To assist in new project development for capital schemes arising from the Asset Strategy.

  15. Develop skills in colleagues to develop understanding and use of AMP data applications.

  16. Provide support to Asset Management and other service managers in managing property issues, including advice on small schemes, maintenance and servicing matters.

  17. Provide general property advice and guidance to Asset Management officers and other directorates.

  18. Prepare reports for Members or others as required.

  19. Carry out all duties in accordance with the Council's financial regulations.

  20. Carry out all duties and responsibilities in accordance with the Council's Health & Safety at work policy.



KNOWLEDGE & EXPERIENCE REQUIRED:



  1. Knowledge of use and maintenance of database - TF Cloud

  2. Demonstrable knowledge of MySQL and producing reports from TF Cloud

  3. Knowledge of issues relevant to property and facilities management (Asset Management)

  4. Knowledge of issues relevant to development of property and facilities management services

  5. Knowledge of or willingness to learn, of property related matters relevant to Asset Management and Compliance
