PAY RATE: £ 19.26 paye / £24 umbrella

DURATION/Hours: 3 month initial contract/ 35 hours a week

Role Purpose:



  • You will ideally come from either a mechanical or electrical maintenance background and will be familiar with electrical reports and HVAC systems.

  • Reporting directly to the Property Maintenance Manager, the post holder will play a prominent role in the provision of hard FM services across the clients property portfolio with a particular focus on the operational estate and any third party's properties who have purchased a service from the Client.

  • The post holder will lead the specification, procurement and management of all building, mechanical and electrical engineering services required to maintain and operate the Client estate as well as advising on the same areas in respect of capital programmes.


Key responsibilities/duties:



  • Direct responsibility for the management of all staff (5FTE), contractors and consultants within the team, setting targets, monitoring performance and taking corrective action as required;

  • Direct responsibility for the management and monitoring of all hard facilities management contracts and budgets (c.£2.8m per annum) to ensure that the service delivers consistently within budget and meets all savings/income targets;

  • Working with the Head of Property and Corporate Facilities Manager to develop the direction for the service through developing and championing a broad service plan and creating a high performance environment where staff are empowered to secure its effective delivery

  • Explore and, where possible, develop opportunities for the Client to sell property services to partners and third parties (i.e. schools, Vision, health partners etc).

  • Support the development and implementation of a clear Asset Management Plan

  • Put in place appropriate procedures and contracts in respect of statutory and regulatory compliance (asbestos, legionella etc) and building condition surveys etc across all client properties

  • Lead the scoping, procurement and management of third party works and services in support of the delivery of all hard facilities management services; and

  • Ensure that appropriate systems and processes are in place to secure the effective and safe opening, closing and operation of the Council's operational property portfolio including daily, weekly and monthly tasks and procedures for disaster recovery etc;

  • Ensure that all statutory and regulatory obligations are met and that appropriate records are maintained within the relevant buildings and are available for inspection at all times;

  • Support the ongoing review of the Council's operational property portfolio to ensure that buildings are maintained to an acceptable standard and identify opportunities for further rationalisation or redevelopment based upon building and/or systems condition

  • Lead the development of an efficient planned, preventative and cyclical maintenance regime to support the effective operation of all Council buildings, supporting the training and utilising the client Facilities Assistants as required

  • Develop and implement appropriate arrangements for responding to reactive maintenance/repairs requests to secure the effective continued delivery of client services

  • Drawing upon relevant building information, work with the Corporate Facilities Manager to develop the capital programme to secure the strategic investment in the client property estate

  • Work with colleagues within the Capital Team to support the specification and procurement of services and works in respect of capital projects


Knowledge and experience:



  • Membership of relevant professional body (i.e. BIFM or RICS) in a relevant area

  • Project Management Qualification, i.e. PRINCE2

  • Proven ability to successfully manage a modern service within a similar organisation.

  • Ability to maintain financial information, ensuring financial compliance, monitoring and evaluation.

  • Detailed knowledge of financial, legal and planning processes/regulations in relation to property management in England.

  • Detailed, practical knowledge of facilities management related regulations and statutory requirements in respect of health and safety and compliance etc

  • Direct experience of developing, delivering and monitoring schedules of planned, preventative, cyclical and capital works across a similar estate

  • Strong understanding of the political, commercial and economic context within which the council asset management activity is undertaken.

  • Experience in the supervision and management of diverse staff teams

  • Experience of working within local government
