Key Accountabilities



  • Manage the work of the Board and any Committees and sub-Committees of the Board, providing complete administrative support so that they operate effectively and schedules of business are properly planned and implemented.




  • Secure that decisions of the Board, its Committees and sub-Committees and the Executive are properly recorded in accurate and nuanced minutes.




  • Facilitate the flow of information between the Board, its Committee and sub-Committee and communicate the outcome of meetings to staff and track actions, and manage the process to publish public papers from the Ofqual Board and other information related to the Board and its operation on the website.




  • Provide expert advice to board members and internal staff, particularly on matters of procedure, on the application of the provisions of the Governance Framework and wider governance requirements as required. Work closely with legal team to support robust and properly evidenced regulatory decision making.




  • Review, scrutinise, challenge and advise as necessary on the content of Ofqual Board and Committee and sub-Committee papers to help enable the delivery of clear, focused and strategic papers by staff.




  • Provide support, advice and challenge to the Chair to develop and improve the effectiveness of the Board. Support an annual programme of board member appraisals, develop a Board succession strategy, manage the Board CPD programme and support an annual review of board effectiveness.




  • Advise on the governance framework and annual governance framework review working as necessary with legal colleagues. Develop, implement, review and revise as necessary robust corporate governance arrangements for the Board in line with relevant legislation and best practice. Promote compliance with the Committee on Standards in Public Life's Seven Principles of Public Life.




  • Manage the register of attendance at Board, Committee and sub-Committee meetings; manage the register of members' interests and the register of gifts and hospitality for both board members and staff and provide advice and guidance on the application of the rules in relation to these.




  • Lead on the recruitment and induction of Board, Committee and sub Committee members working closely with Chair/Chief Regulator and officials at relevant government departments.




  • Act as one of the clerks to the Enforcement Committees in order to ensure that members of that Enforcement Committee adhere to agreed procedures and that decisions are properly recorded and communicated.

  • Liaise with external stakeholders, including officials at relevant government departments, in relation to the administration of governance matters.




  • Keep up to date with best practice in board operations, building relationships with other board secretaries and governance professionals across government.




  • Provide additional support within the wider Private Office team as and when required.

  • Contributing to continuous improvement in your own area of responsibility.

  • Supporting your manager with risk management by reporting/escalating any identified risks or issues, as appropriate.

  • Being fully aware of and actively complying with policies and procedures relevant to your own responsibilities and to corporate policies and procedures including equality, sustainability and the environment, health and safety and data protection.

  • Acting as the front-line technical support on IT issues for Board members on Board Packs software.
