Adecco are currently recruiting for a Building Surveyor for a South-London Local Authority.

  • Public Sector - Local Authority

  • Temporary role - 6 months with possible extension

  • Full time - 36 hours per week

  • £19.19 per hour PAYE / £23.95 per hour Umbrella

Key Requirements for this role

(i) Good understanding of building maintenance and able to identify building defects.
(ii) Decisiveness - ability to review quotations, proposals for works etc. and decide appropriate course of action quickly.
(iii) Surveyor will also need to be focussed on tackling and resolving reactive repairs quickly as opposed to developing the reported issues into elaborate projects.

Role Purpose and Role Dimensions:

  • Develop and maintain a high level of expertise in an operational area of the service's work delivering projects and/or maintenance services which meet Council and Statutory building requirements, recognised codes of practice and performance reporting.

  • Analyse and interpret varied and complex technical briefs/projects, such as delivering all surveying requirements and with full consideration to carbon reduction commitments.

  • Make judgements and resolve the most difficult of problems, whilst balancing customer and business expectations to ensure the safety and environmental comfort of Council building users.

  • Contribute to the long term planning and review of the service to ensure continuous improvement and business continuity.

  • Contribute to the preparation of the 5 year rolling programme of maintenance schemes to improve the condition of the estate and reduce revenue costs and prepare detailed asset maintenance plans for all Council buildings and sites and for their annual review.

  • To prepare detailed asset maintenance and management plans for all Council buildings.

  • To prepare detailed specifications for the repair and maintenance of Council buildings and to supervise works in progress.

  • To prepare reports and proposals for maintenance or improvement works.

Key Accountabilities and Result Areas:

  • Carry out Inspections and surveys of buildings, sites, equipment and installations and preparation of reports to including the preparation of reports and data.

  • Liaise closely with clients and site representatives on technical and property related matters and to ensure that they are made fully aware of costs and programme implications.

  • To undertake property condition surveys, inspections and schedules for building fabric elements of Council buildings including technical advice on all relevant aspects of building use lif cycle costing, maintenance and repair.

  • To prepare consultant briefs for professional surveying and engineering services.

  • To carry out re-inspections for all asbestos containing materials in line with the Council's Asbestos Management Plan including all assigned remedial works to ensure compliance with the duties set out in Control of Asbestos Regulations 2012

  • To carry our detailed feasibility studies, cost plans and programmes of work and produce technical reports that are clear and concise

  • To contribute to the compilation and updating of the property database, including building manuals and health and safety files.

  • To monitor and review the performance of contractors and consultants.

  • To design and prepare for tender, any repair, alteration or contract and to supervise works on site as appropriate.

  • Identify building defects, assess quality of work undertaken and offer solutions to resolve any issues identified and be able to evaluate different building options, solutions, prepare a specification of work and procure work using the building fabric maintenance contractor.

  • Ensure all assigned fire safety remedial works are completed in accordance with the Councils requirements.



  • Recognised building surveying qualification at HND or equivalent level.

  • Degree or suitable higher education qualification or professional body membership (i.e. MCIOB or MRICS, AssocRICS) preferred

Essential Knowledge

Experience in building surveying and construction, and having worked on a variety of building projects.  Must be conversant with current building materials and construction technology.  Must be aware of current legislation as it applies to buildings and their use.  Must be conversant with standard forms of contract  Experience of CAD and relevant Building construction and design  Comprehensive understanding of the regulatory environment and including knowledge of CDM and asbestos legislation.  Detailed, thorough and considerable in-depth knowledge of relevant building standards and procedures, including a broad understanding of engineering design and construction procedures, techniques and statutory procedures.
