Adecco are proud to be recruiting on behalf of Cheshire Constabulary for a Building Surveyor on a permanent basis.



Successful candidates will be joining the Estates & Facilities department providing support to both Cheshire Constabulary and Cheshire Fire & Rescue Services property portfolio.

Salary: £38,000 to 42, 597 pa


Hours: 37 hours with flexible working


Location: Hybrid working (throughout the county / HQ / Home)



Responsibilities:



  • Undertake condition and schedule of dilapidation surveys and using this data assist with the formation of five year planned maintenance programmes to ensure buildings are safe and fit for purpose.

  • Carrying out core building surveying activities, for example, dilapidation reports (interim, final terminal to include Scott schedule preparation and expert witness duties), various surveys (pre-acquisition, condition, utilisation, Asbestos, Structural, Capital Allowance, Space rationalisation), repair schedules, risk appraisals, insurance valuations etc.

  • Responsible for the site management of all planned maintenance and improvement projects ensuring that schemes are completed in a timely manner (in conjunction with the project surveyors programme), within budget and to the required standards. Understand and take ownership of project risks Management of Building Regulation and Planning applications.

  • Manage the safety of work carried out by staff/contractors in accordance with the Health & Safety at Work Act

  • Draft terms of reference, estimate costs and resource requirements, and produce project initiation documents for corporate projects to ensure that all work is accurately scoped and sized and presented.

  • Prepare contract documents and invitations to tender for work, evaluate bids, negotiate variations and report on submitted tenders.

  • Manage framework/external consultants, staff and contractors, monitoring their performance, make site visits, chairing/attending project progress meetings and carry out inspections of works to ensure quality standards are achieved.

  • Contribute to the compilation of Estates and Facilities guidance notes, H & S manuals, good practice building notes ensuring that information is relevant and visible to appropriate staff.

  • Liaise with the Facilities Team to assess the impact of Estates work on their services, working together to deliver continuous service improvement.

  • Provide guidance, advice and assistance with fire evacuation plans and fire safety documentation and other

  • inspections as required (incl. fire and false alarm investigations).

  • On call on a rota basis.

  • Must be able to travel around the County

  • May be required to attend regional meetings

  • May be required to visit other Forces/agencies/partnerships

  • Must be able to drive and hold full clean driving licence



Experience, Qualifications & Skills




  • Educated to level 4 in a Building related background

  • Membership of an appropriate professional body, for example:

  • The Royal Institution of Chartered Surveyors

  • The Chartered Institute of Building

  • Association of Building Engineers

  • Significant experience in providing building surveying services across a number of properties varying in size and use.

  • Significant experience of managing multiple projects.

  • Significant experience of maintaining strong, productive relationships with customers/clients.



Skills:



  • Must have detailed technical knowledge of the built environment.

  • Comprehensive knowledge and understanding of Estates related statutory duties and requirements.

  • Numerate and IT literate to interpret/ present data using a variety of system applications, such as AutoCAD,

  • Microsoft office and Estates specific.

  • Good interpersonal and customer service skills.

  • Must have the ability to analyse problems and identify solutions.
