JOB TITLE: Business Analyst
LOCATION: Lewes, East Sussex
PAY RATE: £250 per day (Umbrella)
DURATION: 3 months minimum
START DATE: ASAP

OVERVIEW:


This role will be working on the programme to find a replacement for our current ERP system. The selected candidate will work with 3 other BAs to run the requirements workshops across Finance, HR, Bus Ops, Procurement, Property and Fire and Rescue Service from January to May. They will be working on gathering functional and non-functional requirements, aspirations and gap analysis.

Professional:



  • Essential: Advanced level understanding of formal Business Analysis tools and techniques with evidence of practical application

  • Essential: Proficient in the following core competencies:

    • Requirements Gathering

    • Structured Analysis

    • Research methodology

    • Research and Development

    • Business Process Re-engineering (Lean)

    • Solution evaluation

    • Feasibility study delivery

    • Testing

    • IT Fluency

    • Stakeholder Analysis



  • Essential: Project Management Knowledge/Skills

  • Desirable: Knowledge of procurement process/principles

  • Desirable: Budget management experience

  • Desirable: Knowledge of ITIL processes, particularly Service Portfolio and Demand Management


Technical:



  • Essential: Proficient in the use of Office productivity tools

  • Essential: Broad knowledge of ICT industry developments (emerging technologies)

  • Essential: Understanding of the fundamentals of system/software operation


Practical:



  • Essential: Ability to analyse and interpret complex data

  • Essential: Ability to fully understand strategic context (awareness of wider changes to ICT, Business and Legislation and Local and National Government initiatives etc)

  • Essential: Ability to learn quickly to understand business process and systems

  • Desirable: Knowledge of Local Authority functions and processes


Qualifications:



  • Essential: 5 GCSE inc Maths and English to Grade C or equivalent

  • Desirable: Project Management (Prince 2 or equivalent)

  • Desirable: Degree or equivalent business qualification/ Recognised Business Analysis Qualification



INTERPERSONAL/COMMUNICATION SKILLS



  • Essential: Competent and experienced report writer

  • Essential: Strong communication skills including:

    • Requirements elicitation

    • Facilitation

    • Presentation delivery

    • Tact and diplomacy



  • Essential: Experience of working as part of a team



RESOURCE RESPONSIBILITY



  • Desirable: Ability to direct project team members

  • Desirable: Project budget management skills and experience: authorising spend (up to £10k) budget monitoring, invoice handling etc



EMOTIONAL DEMANDS/WORKING CONDITIONS



  • Ability to deal with stress e.g. working on projects where potential Business Process Reengineering may have a direct impact on staff members and delivery of projects within required timescales

  • May occasionally be exposed to sensitive/upsetting information pertaining to vulnerable children or adults in East Sussex.



THE ROLE



  1. To provide advice and consultancy to business managers on emerging technologies and best practice and to write appropriate reports and make presentations to operational managers of findings and options.



  1. To assist in the analysis and development of business and ICT needs, produce user requirements specifications and options appraisals, and work on the design and/or evaluation of changes to processes and/or suitable information systems designed to deliver improved services.



  1. To undertake business analysis tasks within projects in accordance with the County Council's chosen project management method, adhering to the principles laid down in the County's Project Management Manual.



  1. To undertake the management of individual projects where appropriate, adhering to the chosen project management methodology of the Council at that time (currently Prince2).



  1. To assist in the selection of staff, to motivate, counsel, coach and develop staff to ensure the efficient and effective achievement of individual, team and departmental objectives.
