An exciting opportunity has arisen for a Commissioner to join a public sector organisation based in East London.


The postholder will manage a unit of commissioners and managers, responsible for all aspects of the commissioning cycle, stimulating innovation in service delivery, and ensuring a whole system and integrated view of service need. Fostering good relationships with frontline managers, third sector partners, and senior managers, the postholder will be central


The most suitable applicant will have extensive experience of social care and/or health and healthy lifestyles commissioning and experience leading activity at each stage of the commissioning cycle, particularly the direct and indirect delivery and operation of contracts.


Key duties will include:



  • To lead and manage a team that has overall responsibility for the commissioning of services in a specific area through a range of options including negotiation, procurement, partnership development, enabling, regulating, etc. To provide service specifications and service level agreements to achieve improved outcome for service users.

  • Ensuring the commissioning cycle is fully scoped and planned out, key business deadlines are met, and ensuring that general quality standards are maintained and continuously improved.

  • To work closely with the Head of Commissioning, Commissioning Directors and other senior managers to support the setting of a vision for adult Care and Support services for the future, which puts service users and carers at the heart of personalised service delivery

  • To contribute to the work of strategic Boards around care and support policy and service development, and make full use of governance structures to develop consensus and get decisions made

  • To be responsible for the production of strategic documents and reports analysing data and making recommendations to the relevant strategic groups about strategic priorities, including health requirements where appropriate, future funding and commissioning of services

  • Applying local, regional and national policy initiatives to commissioning and market activity

  • To maintain an overview of the needs of service user groups in the borough and ensure that the Commissioning Team maintain an expertise around the detail

  • To take a leading role with partners to ensure future joint commissioning and delivery and that actions detailed in joint plans with health services are performance managed and that regular feedback is given to the relevant strategic groups as to progress on delivery
