An exciting opportunity has arisen for a Community Safety Operations Manager to join a public sector organisation based in East London.

The role will be to manage a range of operational functions including CCTV, security, anti-social behaviour, intelligence and the joint enforcement taskforce. The role will ensure that the organisation's objectives for a greener, cleaner and safer borough are addressed as a priority and a response to curtailing crime and anti-social behaviour.

The successful applicant will have previous operational experience in crime, anti-social behaviour and community safety, be able to demonstrate extensive working experience in managing crime and anti-social behaviour issues in a public sector organisation. The successful applicant will also have experience in managing staff working in the fields of ASB, policing and CCTV operations.

Extensive knowledge of the current issues affecting community safety, local government in London and Anti-Social Behaviour, Crime & Disorder and Police Reform legislation and the ability to apply it through service deliver is essential.

Key duties will include:

  • Manage operational performance

  • Ensure that the service works effectively to improve the quality of life by tackling and reducing crime and Anti-Social Behaviour

  • To develop and maintain a system for gathering intelligence

  • Lead on the development and implementation of the organisation's ASB and CCTV strategies ensuring that services achieve objectives sets

  • To ensure that crime, disorder and ASB are fully considered in the way services are planned and delivered meeting the legal requirement of Section 17 of the Crime and Disorder Act 1998

  • To provide support and resources across services in meeting the needs identified by the public to identify, resolve and reduce crime and ASB

  • Listen and respond positively to feedback from members of the public and various partners/working groups to facilitate service improvements

  • Monitor and validate the quality of both individual and team performance

  • Update the Director regularly on staff development, needs of the service, development needs and implement an agreed action plan

  • Ensure that the CCTV system is compliant with the Surveillance Commissioners code of practice and keep auditable records of camera and usage, ensuring the correct requirements and records are validated

  • Be the lead officer in the council for CCTV, ensuring corporate governance is sound and that systems are joined up as far as possible

  • Lead the commissioning of services including effective procurement and performance, managing delivery to ensure good value for money

  • Take the lead responsibility for operational community safety services and be a resource and point of contact to colleagues across the organisation

  • Provide an advisory role to various boards, internal and external partners

  • To ensure appropriate action is taken with regards to criminality and ASB within the borough. This includes investigating referred cases of crime and ASB and compiling evidence through the use of investigatory powers and preparing legal paperwork to support the reduction of crime and ASB

  • Prepare briefings, legal case files, be able to lead and chair meetings

  • Ensure all aspects of the community safety operations team link to other overarching strategies within the organisation

  • Examine opportunities and bid to gain/increase funding for the reduction of ASB including camera for enforcement through various sources

  • Assist in the investigation of complex enforcement cases, including gathering and storage of evidence

  • Be responsible for leading internal and outsourced security services across the organisation including operational and contract management
