Job Title: Contract and Compliance Manager

Based: Birmingham and London (Hybrid working 3 days office based and 2 days at home)

Expectation of travel between Birmingham and London sites.

Duration: Permanent

Adecco UK are recruiting for a Compliance Manager on behalf of our prestigious transport operator client!

We are looking for someone who is able to read a contract, understand and interpret what the contract is saying and what the contract requires the company to deliver.

The Role:

Lead on franchise compliance, championing compliance within the team. Lead the assurance process that checks deliverables (e.g. Accepted Programme and Transition Programme deliverables) meet the requirements of the Franchise Agreement.

What are the essentials of the job?

  • Work with colleagues to monitor compliance, help them understand their obligations and deliver training to teams as required.

  • Check quality and compliance of documentation issued to third parties, including Department for Transport (DfT) and HS2 Ltd. Review documents and deliverables throughout the project lifecycle, identifying gaps opportunities for improvement in compliance.

  • Maintain and communicate the Compliance Handbook.

  • Provide regular compliance reporting both internally, and externally (DfT) to provide comfort that the company is compliant with its contractual obligations.

  • Reporting will include a requirement to distil complex issues into simple, concise language, highlight risk and opportunities and identify options for Executive Team approval.

  • Lead on the use and continued embedding of the Corestream Contract Management System (CMS) across the team.

  • Maintain input to Sirion, DfT preferred CMS platform.

  • Ensure the systems are the "single version of the truth" and an accurate and up-to-date repository for all franchise-related communications.

  • Respond to internal and external documentation queries.

You will:

  • Understand the Franchise Agreement and become intimately familiar with all aspects of it relating to the project and Shadow Operator activities.

  • Take a proactive approach to risk management, tailoring your reporting to internal boards and DfT.

  • Work closely with colleagues to ensure consistency of compliance and our approach to compliance.

Specific safety responsibilities:

  • As part of our requirements to understand and support our people and our railway operations, we expect all our people to undertake training in safety critical duties (subject to medical).

  • We will provide full training, so you will get another skill to add to your CV! In the event you are unable to perform safety critical duties, we will provide training in other roles such as supporting at stations or on board our trains. This supports both customer and colleague engagement and provides valuable insight that can help you in your role.

Relevant experience

  • Good understanding of contract management (required)

  • Monitoring delivery of complex commercial contracts (required)

  • In-life negotiation of commercial contracts (required)

  • Reviewing compliance of documents against standards (required)

  • Managing multiple simultaneous workstreams and commissioning work from colleagues right across the business in a collegiate way (required)

  • Relationship management - internal colleagues and external client (required)

  • The use of contract management systems (required)

  • Compliance reporting (required)

  • A good understanding of Government policy such as it relates to rail, including the ongoing review of rail franchising generally (ideal).

  • Understanding of rail Franchise Agreement documents (ideal)

  • Corestream and Sirion (ideal)

  • Rail franchise management and ensuring a rail franchisee complies with its Committed Obligations (ideal)

  • Degree level education or equivalent professional experience

  • Relevant professional qualification
