The post holder will be responsible for providing strategic financial leadership for the Council in relation to budget management, and investment. They will provide customer focused support to the Executive Leadership team (ELT), the Corporate Leadership Team (CLT) and Departmental Leadership teams (DLT's)

They will ensure that the teams provide DLT's and the budget managers in the departments with access to sound and timely financial advice on policy and strategic issues and will be responsible for developing and enhancing the financial management competencies of budget managers across the organisation.

They will provide personal support and advice to Executive Directors, Cabinet Members and Committees and support the S151 Officer in the effective planning, monitoring and delivery of the Council's financial strategy, treasury management strategy and investment strategy.

They will provide the financial lead on these strategies and ensure that there is compliance with the Council's corporate financial framework.

They will lead the development and implementation of all financial aspects of the Council's budget planning process for revenue, capital and the pension fund to ensure the effective integration of service and financial planning processes across the organisation and with our partners.

They will provide the strategic leadership to ensure there is a robust process for monitoring the in-year financial position and reporting on that position in a timely way to both senior management and elected members.

They will provide strategic leadership to the Treasury and Pensions function to ensure the Council's financial position and investments are managed effectively in line with the relevant CIPFA code of practice and that all statistical returns are completed in a timely manner.

They will be responsible for ensuring the internal cash balances of the Council are effectively managed and maximised with the minimum risk. Ensuring there is an effective working relationship with the Council's bank and investment advisors.

They will be responsible for the Pension fund investments, ensuring that the pension service meets the needs of pensioners and existing and deferred members.

They will lead, manage and develop a team to ensure robust support for the organisation and an ability to be flexible with changing demands.

The role is the appointed Deputy to the S151 Officer as determined by the Local Government Act 1977.

  • To develop, manage and lead the establishment of a centre of excellence in revenue and capital budgeting within the Council.

To develop, manage and lead an investment team that delivers maximum benefits for the Council at minimum risk

Ensure the Council's financial position is communicated effectively to senior officers and elected members.

To provide personal support and advice to Executive Directors, Cabinet Members and committees.

To develop, manage and lead the establishment of an effective internal and Member led scrutiny and challenge process for the Council's revenue budget.

To lead, manage and direct staff to ensure that the revenue and capital budget for the Council is set on time, is robust and transparent and that the council tax is set on time with all of the attendant processes in place to support this.
