Digital Business Analyst - Circa £46,618 per annum - Kidlington or Netley

I have an exciting role to support the Hampshire Constabulary and Thames Valley Police joint Digital Department, ensuring that business plans are aligned with our Digital Strategy. You will develop relationships and interaction between internal and external stakeholders regarding significant future activities impacting on and involving Digital. You will identify new and innovative approaches to performing business activities across both forces, influencing the design of business processes and systems to achieve improved performance and cost reduction.

Responsibilities include:

  • Influence and advise force stakeholders and external suppliers in order to achieve the best possible alignment between Digital initiatives and both Force and ICT strategies, targeting delivery of improved performance and reduced cost.

  • Identify new business capabilities in both forces to ensure maximum benefit is achieved from the Digital Department's delivery capacity and work programmes.

  • Improve business performance by recommending and assessing the feasibility of new and innovative approaches and/or technologies to solving business problems and addressing areas of poor performance or complex operational demands.

  • Establish an understanding of forces' aims; attaining the support of key stakeholders around business proposals and sign off for business cases, particularly in relation to reducing costs by making better use of existing technical capability.

  • Recommend business functions and processes for investigation and analysis based on business knowledge and understanding of business performance.

  • Interpret data from research, studies and pilot trials to maximise the efficiencies gained from business analysis resources.

  • Influence business approach to change by identifying and quantifying business benefits and benefits realisation at the earliest point in initiatives, to maximise the return on investment, and assess the risk and cost of any change proposals.

  • Analyse and document business and/or user requirements, which will determine the functionality required by the forces, including the facilitation of workshops and meetings.

  • Effectively share requirements facilitating communication between vendors or third parties and the forces, identifying possible conflicts between the vendor/third party and user requirements in order to advise stakeholders.

Your experience will include:

  • Experienced BA having delivered ICT or Digital services in a similarly complex environment.

  • Experience of using critical BA skills in order to achieve objectives and meet requirements (e.g. business case and proposal creation, business improvement techniques, service delivery economics and customer value chain concepts)

  • Must have a good understanding of IT Architecture, Networks, Cloud Technologies and Infrastructure.

  • Experience of achieving significant outcomes through influence and persuasion rather than through direct line authority. Must be a good listener.

  • Excellent interpersonal communication skills, customer focussed, team-worker, who is a flexible, adaptable, problem solver and able to work systematically and with little direct supervision.

  • Must have the capability to travel to different locations across both forces, and regionally and nationally as necessary, undertaking all assignments in a timely manner.

  • Public transport may not be available or suitable at these times.

  • Good understanding of GDPR and the importance of maintaining discretion and confidentiality whilst working in a secure environment with sensitive information.

  • Exposure to ISO 9001, ISO 27001 and ITIL, Prince2 and Agile best practices. D

  • Experience of understanding and articulating how the application of Digital technology impacts the Forces' Policing and business objectives D

  • Knowledge of Policing systems, policies, and procedures, including GDPR, Computer Misuse, Human Rights and Freedom of Information, in support of system processes in order to support end users as well as allow effective development.
