Main responsibilities of an Empty Property Officer:




  • To investigate, inspect and report on and resolve cases involving the Housing Health and Safety Rating System, the Decent Homes standard, compulsory purchase procedures, houses in multiple occupation, energy efficiency, harassment, tenancy issues, legal enforcement action and other private sector housing activities.

  • To supervise contractors and other third party providers in relation to the delivery of statutory activities and other private sector housing services

  • To process technical and other data held electronically and assist with the development of the business process and activity reports concerned with outputs and performance indicators

  • To inspect and survey buildings and land including the preparation of schedules of work, defects, plans, priced specifications, energy audits and the use of risk assessment techniques and equipment.

  • Gather evidence under guidelines such as the Police & Criminal Evidence Act and prepare legal cases for the purposes of civil and criminal proceedings in courts and tribunals including prosecutions, debt recovery and compensation claims.

  • To ensure that adequate records and databases are maintained including statutory registers to enable the efficient operation of the work of the Team and assist with the timely production of information and performance indicators



An Empty Property Officer must:




  • Experience in locating responsible persons in connection with empty properties

  • Knowledge of Empty Dwelling Management Orders and Compulsory Purchase Orders.

  • Knowledge of private sector housing within the local government framework including the enforcement and regulatory functions, landlord and tenant law and the application of all relevant legal and practical principles

  • Detailed knowledge of the legal processes involved in the identification of empty properties and in restoring them to use

  • To hold an appropriate approved academic, legal or vocational technical qualification in a related field, alternatively significant, demonstrable experience in restoring empty properties to the housing market will be considered.

  • Experience of the use and application of the Housing Act 2004 and other principal acts and statutory guidance.
