An excellent opportunity……
This is an exciting opportunity for motivated and ambitious individuals to be part of a high profile
programme of work for Croydon Council. There are a small number of key full time roles that we are
looking to fill on an interim basis within the Finance Team. We are looking for professionals with
sound financial analytical skills and experience in working alongside multi-disciplinary teams on
project/programme development and delivery.
We are offering the roles on an interim basis for a period of minimum 12 months. You will be
expected to be able to work a 36 hour week.
Context
In light of the Council's response to the Covid 19 pandemic, and the need to ensure a sustainable
Council Budget, priorities moving forward and integration with health partners, it has been agreed
to undertake a full root and branch review of the council's financial governance, strategy and
planning, leadership, decision making, management and group company structures. Further, this is
within a wider context of historical underfunding of Croydon over the last 15-20 years, notably,
cumulative cuts, substantial population increase, and significant growth in demand across all welfare
services, delivering improvements in children services and funding the significant gap in costs for
Unaccompanied Asylum Seeking Children.
At the centre of this review is the development and delivery of plans to address the financial
challenge ahead. This requires the provision of expert financial challenge and testing the
deliverability of these plans.
There are a number of key themes of work to be taken forward, with a number of emerging projects
under each of these.

The Role
The Finance Analyst will report into the relevant Head of Finance across the Place, Resources, Health
Well-Being and Adults, Children, Families and Education and Corporate departments. Supporting the
departments through the finance review and Medium-Term financial Strategy, allowing them to
deliver on plans that helps them manage their resources effectively, continue to provide good
quality services across the borough and remain sustainable during these unprecedented times and
beyond. They will provide officers and senior stakeholders with high level professional advice and
make a positive contribution to the delivery of project/programme work.


Role Purpose and Role Dimensions:
As a Finance Analyst, you will play a vital role in Strategic Finance, placing analysis at the heart of project/programme work, service delivery, and evidence-based decision making at Croydon Council.
The role acts as an important interface between the project/programme team and departments providing advice and challenge to ensure financial sustainability and strengthen the value for money of the public services. As such, the postholder will support the Head of Finance to enable the effective allocation of resources using a robust evidence base - being a trusted expert, to apply principles consistently, enabling the prioritisation of resources.
As part of the finance team, supporting the projects/programme work you will work closely with colleagues across departments (including HR, Commissioning and Finance Business Partners) and partners to support the development, maintenance and execution of effective policy-making and operational delivery - growing the skills of Financial Analysis in the finance team and beyond to support decision making.
The post holder will be expected to lead on a number of processes to ensure that internal and external deadlines are met.
The post holder will maintain a proactive relationship with key stakeholders across the council and partners, providing valuable finance support and effective challenge. They will play a key role in delivering a whole system approach to financial analysis, ensuring there is an integrated approach to the development of financial strategy across the council.
The post holder will be expected to maintain up to date technical knowledge and develop processes and procedures to ensure compliance with new requirements and legislation.
The post holder will provide high quality, responsive, effective and timely advice, to the Council, its committees and officers, Government Departments, external auditors and external bodies, partnerships, on all matters of financial significance.
The post holder will be expected to act as an effective task manager by:
* providing regular honest feedback and coaching
* delegating work appropriately
