The Shared Finance Service ambition is to add value, inspire success and this role is part of the Shared Finance Service (SFS) team collectively responsible for delivering SFS activities to realise this ambition. There will be a pool of three Finance Lead posts and one finance trainee post within the Investment, Risk and Commercial Finance Team. These roles will provide direct support to the Senior Finance Leads across the team as and when required. This will include undertaking daily treasury management activities and reconciliations, providing support to the Senior Finance Leads for capital on the management of the capital programme including S106, CIL and TFL, undertaking financial analysis of companies tendering for council contracts and providing financial support to commercial activity within both Councils. Representative accountabilities ● Deliver advice and guidance in broad area of expertise to ensure customer needs are met. ● Identify and implement improvements in own work area in order to deliver continuous service improvement and improved outcomes to customers. ● Regularly communicate with internal customers to share information and build working relationships to support collaborative working. ● Keep up to date with changes in relevant policy and legislation to ensure delivery in own work area is effective and complies with appropriate regulations/statutory guidance. Budgetary accountabilities ● Support finance managers to manage significant investment and borrowing activities ● Support and advise budget holders across Sutton and Kingston Councils in day to day financial management of capital Specific accountabilities ● Operation and management of Sutton and Kingston Council's loan debt and investments in accordance with the approved treasury management strategy and procedures including implementation of daily decisions on the placement of surplus funds, monitoring of cashflows, interest receipts and payments and the production of management and budgetary information ● Undertaking daily treasury management activities for either Sutton or Kingston to include ascertaining the cash position, investing surplus funds, or raising temporary or permanent loans in accordance with the approved treasury management strategy and procedures ● Building cashflow projections for both Sutton and Kingston as directed by the Senior Finance Leads for treasury and pensions ● Providing support to the Senior Finance Leads for treasury and pensions on the management of the Sutton and Kingston Pension Funds ● Providing advice and support on specific capital schemes in both Sutton and Kingston Councils ● Providing support to the Senior Finance Leads for capital on the closure of capital accounts for Sutton and Kingston


● Providing support to the Senior Finance Leads for capital in co-ordinating the monthly monitoring processes for the capital budget and resourcing for Sutton or Kingston council ● Complete statutory and professional returns and other financial information requirements, including research for freedom of information requests ● Provide support and advice on TFL capital schemes and funding for both Sutton and Kingston ● Provide support and advice on S106 and Community Infrastructure Levy payments for Sutton and Kingston ● Providing research and analysis for consultation responses and to ascertain the impact on Sutton and Kingston Councils of new proposals ● Evaluate the financial strength of companies tendering for Sutton and Kingston Council contracts (where required) and potential commercial property tenants ● Provide support to council owned companies across both Sutton and Kingston Councils Role Profile - Details Specific to Job Family These roles provide a broad service that set policy and provides advice to support and assure all of the council's day to day activities. They gather information required by other groups to make strategic decisions and translate this into corporate policy and strategic advice. They have little or no direct accountability for outcomes; however, what they are accountable for is the quality of advice they provide to business leaders. At the lower levels, these roles tend to focus on research and analysis and the interpretation and implementation of policies. At the higher level, role holders set strategy, develop policy and provide assurance across the Council more broadly. Role Profile - Essential Knowledge and Experience ● Experience of providing a high quality finance service in a large organisation ● Proven experience of using IT in a business environment, including Google applications, Word, Powerpoint and software packages to record and manipulate data. ● Knowledge and understanding of treasury management principles, pension fund investment principles and capital expenditure and financing.
