Umbrella £500 per day

The post will be office based as and when required. Expectation of 2 days a week.


Responsible for overseeing both routine and more complex financial control functions and providing technical financial support to all areas.


Develops effective and efficient financial and administrative systems and procedures to ensure financial responsibilities, including adhering to the system controls and procedures in place, and providing a professional and effective financial administration and support service.


Key requirements:



  • Co-ordinating financial monitoring for two boroughs, preparing board reports and ensuring appropriate commentary and information

  • Co-ordinating budget returns from colleagues, reconciling to control totals and work across the borough

  • Overseeing submission of statutory revenue returns such as RA/RO/QRO, to government deadlines, ensuring accurate reporting in accordance with the guidance

  • Prepares reports to lead members and committees as and when required

  • Leading on benchmarking between the boroughs and across others

  • Co-ordinating/advising on technical accounting requirements across the Division, liaising with colleagues in Accountancy, as required, to support specific year-end notes, providing some accounting assistance and guidance

  • Supporting the capital bids process to ensure appropriate scrutiny of bids, so that only bids which align with the clients objectives are taken forward, matched by suitable financing

  • Supporting development of major projects ensuring any policy proposals have been properly financially evaluated, options and risks identified and fall within both client financial policies and constraints



Knowledge

Good understanding of legislation, accounting standards and accounting codes of practice governing local authority accounts and financial procedures with the ability to interpret complex issues and apply them.
