Overall Purpose of Job



To provide the Technical and Management support to the Green Fleet Management to enable an effective and seamless delivery of the Transport Fleet to all Council users.



To assess & audit driver performance to ultimately ensure drivers have the appropriate knowledge, skills, attitude and customer service to conduct their duties legally, safely and competently thereby reducing vehicle accidents, lowering carbon footprint and improving driver behaviour.



Ensure vehicles accident investigations are undertaken in a robust, methodical and timely manner. This will include implementing a post-accident remedial plan and the necessary training to address root causes to prevent reoccurrences.



Assessing / evaluate & audit driver performance, utilising the tachograph & telematics systems, this will incorporate regular tachograph & telematics driver reviews & provide actions upon information.





Key Tasks and Accountabilities





  1. To support the Green Fleet Service in all aspects of Fleet Management. To provide management support in the financial and management accounting process of the Council's Transport Management IT Systems.




  1. To carry out theory & practical driving assessments for all council staff, ensuring all staff are competent, ensure documentation is fully completed along with necessary licence checks.




  1. To have responsibility for tachograph compliance ensuring all council vehicles & drivers are kept in a compliant and legal manner, auditing driver infringements & provide actions plans / additional training.




  1. To input & audit the income and expenditure of the Transport Services Fleet, to ensure accurate data loading is taking place, providing management information on a regular basis.




  1. To assist in vehicle procurement, ensuring council fleet vehicles are fit for purpose & are the most environmentally friendly as possible.




  1. The post holder will assist and in the reduction of the carbon footprint for all council fleet vehicles, in-line with the Green Fleet Management Strategy & Corporate Clean Air action plan, Mayoral Priorities.




  1. To communicate with internal & external bodies such as DVSA, HSE, Councillors & residence.




  1. To input & audit hired vehicle charges, the processing of such charges and the income from hired vehicle usage, providing management reports to reflect operational requirements.




  1. To audit detailed vehicle legislation documentation to ensure the Council's operator licence obligations are met at all times & provide action plans when nessasary.




  1. To ensure that all Insurance documentation is completed & audited, ensuring charges are processed in accordance with the financial terms of the service level agreement and fleet charging timetable




  1. To liaise with all departments in the Council's service to ensure their transport requirements are met, both in the short and long term assisting with the arrangements for hired vehicles




  1. To undertake an invoice audited process to ensure orders and invoices are being processed in accordance with fleet management and Council procedures.




  1. To undertake random audits as directed by management in all areas of transport service delivery, to ensure that full compliance with the Councils Operators licence is being met at all times. To set up and produce: Performance, Financial and Exception reports, fully utilising information technology. To check when defects arise, as well as to monitor, chase and progress system defects.




  1. To manage the Fleet Management Insurance processes and accounting systems, regularly updating them to ensure accurate information is available at all times.




  1. To be responsible for the day to day management of the transport vehicle equipment records and their legal compliance.




  1. To undertake a range of varied and technical duties relating to the Transport Services Fleet Management operations. For example, carrying out vehicles licensing, vehicle / equipment certification.




  1. To liaise with staff from client departments and to deal with public enquiries related to transport.




  1. To handle confidential financial information and maintain confidentiality at all times.




  1. To adopt a flexible approach to work hours as and when required.




  1. To carry out any other duties within the competence of the post holder, which may be required, from time to time
