Main responsibilities of a Head of Commercial Lead:

  • Create the commercial policy and procurement practices, ensuring strategy and plans are developed, delivered and monitored at both organisational and departmental level. This includes ensuring Ealing meets the requirements of the National Procurement Strategy, the Pan London Procurement Strategy and other Government

  • Provide expert direction and advice to Senior Leadership Team, Ealing Portfolio holders, Ealing Directors Group and Departmental Management Teams on the commercial approach, options and tactics open to the Ealing for delivery of services.

  • Embed strategic procurement and commercial principles in planning major tenders and act as key decision-maker for all major contracts across the Ealing before commencement of tender activity, to ensure the optimum approach is taken and leading-edge practice is implemented at the

  • Use own extensive procurement expertise, commercial acumen and analytical skills to identify issues of corporate significance and develop solutions to overcome problems or develop opportunities on major/complex contracts and implement resolutions on behalf of Corporate

  • Deliver new systems and technology to support efficient procurement and contract management, including use of electronic auctions and on-line market places, p-cards, procurement portals and other e- enabled solutions.

A Head of Commercial Lead must have:

  • Strong leadership skills with the ability to provide vision and direction for procurement activities across all levels and areas within the

  • Ability to develop and implement commercial and procurement strategy / policy, through detailed service planning and strategic management (including risk and resource planning) to deliver required

  • Experience of delivering significant cost reduction through use of appropriate sourcing, contract management and supplier management tools and

  • Educated to degree level or equivalent, ideally with a relevant professional qualification such as

  • Experience in the use and delivery of modern and professional procurement techniques in the public, private or voluntary sector. Including electronic sourcing and efficient use and development of procurement systems.

  • Experience of team management including responsibility for financial budgets and experience of managing and motivating a team of people with diverse backgrounds and
