JOB TITLE: Head of Commercial, Procurement and Digital & Print Support Services
LOCATION: Ealing, West London
PAY RATE: £450 per day (Umbrella)
START DATE: ASAP
DURATION: 3 months rolling contract
IR35 STATUS: Inside



PURPOSE OF ROLE:


The post holder has a corporate responsibility for the development, implementation and successful delivery of the whole procurement strategy. This will be achieved by acting as a champion for procurement, directing and working with the Corporate Board, Council Members, Service Directors and Departmental Management Teams to identify, develop and pursue best practice strategic procurement and contract management for the £300m of annual external expenditure used in delivery of services across the Council.


The post holder is responsible for leading on the on-going delivery of savings to the organisation as well as process improvements, through modern, appropriate, efficient and effective procurement and procure-to-pay processes.


It is expected that the Post Holder will provide the professional expertise to exploit modern procurement techniques from both the public and private sector to develop appropriate strategy and produce solutions for major procurement or contractual problems. This will include creating and participating in collaborative procurement activities with other public, private, and voluntary sector organisations.



KNOWLEDGE, SKILLS & ABILITIES REQUIRED:



  • Strong leadership skills with the ability to provide vision and direction for procurement activities across all levels and areas within the council.

  • Ability to develop and implement procurement strategy and policy, through detailed service planning and strategic management (including risk and resource planning) to deliver required outcomes.

  • Experience of delivering significant cost reduction through use of appropriate sourcing, contract management and supplier management tools and techniques.

  • Experience in the use and delivery of modern and professional procurement techniques in the public, private or voluntary sector. Including electronic sourcing and efficient use and development of procurement and procure to pay systems.

  • Strong knowledge and understanding of procurement processes, including user requirements analysis, specifications, terms and conditions of contract, the tender cycle, evaluation procedures and contract formulation. Including ability to work to appropriate statutory, legal and EU, UK and local government frameworks for procurement.

  • Ability to challenge, change and drive improvement, including knowledge to create and maintain a performance culture from establishing improvement plans and performance measures through to recognising achievement.

  • Knowledge of strategic partnership working and ability to create, support and co-ordinate seamless partnerships with internal clients and external groups/suppliers.

  • Strong customer focus with track record of delivering customer satisfaction and a high quality service.

  • Strong influencing, negotiation and communication skills (including ability to produce high quality verbal, written and presentational communication).

  • Ability to quickly develop effective relationships across all levels, including elected members, to generate confidence and respect.

  • Excellent analytical and IT skills including use of Microsoft Office.



QUALIFICATIONS & EXPERIENCE REQUIRED:



  • Experience of team management including responsibility for financial budgets and experience of managing and motivating a team of people with diverse backgrounds and skills.

  • Educated to degree level or equivalent, ideally with a relevant professional qualification such as MCIPS

  • A proven track record of achievement in leading a procurement function in a large complex multi-disciplinary organisation, in the public or private sector, to deliver significant improvement and cost reductions.
