JOB TITLE: Head of Performance, Research & Intelligence
LOCATION: East Sussex
PAY RATE: Negotiable
START DATE: April 2020 or soon after
DURATION: 6 month contract
IR35 STATUS: Inside


A recent organisational review has highlighed potential risks and missed opportunities with the client's current operating model. These risks include a lack of forward looking / predictive analytical capacity and capability, and limited crossover of skills and knowlesge between teams.

To address these issues, the Corporate Management Team has agreed the following key recommendations:

  • The establishment of a post of Head of Performance, Research & Intelligence, within the Assistant Chief Executive's Division, from within existing corporate staff resources

  • The scope of the new role to include direct management of a new team formed from Public Health and Corporate Performance & Intelligence functions.

  • The formation of a PRI Community of Practice convened by the Head of PRI with the aim of sharing learning, developing skills, undertaking cross-directorate projects, agreeing common data standards and developing career attractiveness.


  • Strategic thinker, with the ability to identify critical issues and formulate programmes of work that respond to these issues and ensure their effective implementation.

  • Ability to critically evaluate and influence policy development and strategic/operational decision-making through analysis of performance and research

  • Ability to communicate effectively verbally, in writing and through other media

  • Strong, visible and positive leadership, relationship-building and team-building skills with a proven ability to forge and manage complex public and private partnerships

  • Ability to manage allocated resources (money, people, technology, etc) effectively, delivering business performance and value for money


  • Thorough understanding of the context of and developments relating to:

    • organisational and public health intelligence, including duties eg the Joint Strategic Needs Assessment

    • corporate planning and performance management, notably with a focus on outcomes

  • Strong understanding of research methods and the ability to generate new and innovative approaches to research and intelligence

  • Sufficient knowledge of IT applications and infrastructure to advise on their use to support the Council's performance, research and intelligence agenda


  • Management experience at a senior level.

  • Strong track record of developing, delivering and evaluating corporate planning and performance work.

  • Proven delivery of effective change management.

  • Business and project planning and management.

  • Partnership/multi-agency working.

  • Experience of working within a local government or a partner public service organisation: their responsibilities, functions and processes.

  • Working with elected members.
