JOB PURPOSE AND SCOPE: To support the Chief Officer Team in the strategic implementation of Talent and Leadership across the Force. Working collaboratively with internal and external partners, you will support the Force's cultural vision of excellent leadership to ensure the force delivers it strategy with high performing teams with the skills to lead though the everchanging policing environment. You will be expected to demonstrate the values and behaviours outlined by Lincolnshire Police. All staff involved in carrying out functions in this role will do so in accordance with the principles of the Code of Ethics. The aim of the Code of Ethics is to support each member of the policing profession to deliver the highest professional standards in their service to the public.



CORE WORK AREAS * Develop and oversee the Talent Management Framework, working closely with the Head of People Development, Head of HR, Force Commanders, Strategic Development and the Force Executive team to ensure a collaborative approach is taken to embed Talent Management and Excellence in Leadership across the Force at all levels.


* Development of a talent scorecard/methodology with clear tangible measures to identify and track talent interventions/programmes and the talent pool.


* Ownership of succession planning, career pathway development and the Force's Talent Pipeline including development a method / process to be able to assess and forecast critical leadership capability within the Force.


* Ensure that the Force's Leadership and Talent Frameworks are aligned to the College of Policing National Talent Strategy. * Develop relationships with relevant HEI/FE's, NPCC and College of Policing leads on Leadership to ensure that we access best practice and ongoing research.


* Working with L&D and HR, develop talent programmes based on key People and Force strategic initiatives.


* Collaborating with the Force SMT and the Head of People Development to ensure that the Force Leadership Framework is aligned with the Talent Framework so that they are effectively interlocked for maximum impact.


* Lead the strategy to develop learning offerings that drive force performance, build critical skills and capabilities for the future and that are tailored to functional officers and staff.


* Collaborate with the EDI team to ensure the leadership culture supports the promotion of equality, diversity and inclusivity across the force.


* Develop the performance and evaluation criteria to be able to analyse and evaluate the impact of the Forces Leadership and Talent programmes.


* Maintain currency in market trends, acting as a thought leader to bring new strategies on talent and leadership management to the Force.



SKILLS AND COMPETENCIES * A thorough understanding and practical application of Talent and Leadership theories and best practice. * Proven experience of developing and leading talent programmes and initiatives.


* Experience of leading change/transformation programmes.


* Demonstrate experience of working with senior leaders in a matrix organisation.


* Experience and knowledge of psychometric assessments.


* Strong facilitation skills at a senior level.


* Have an ability to produce and present complex information, both orally and in writing to enable and inform understanding across the organisation.


* An ability to self-manage and self-task, being highly motivated, creative, and a progressive & positive thinker.



Qualifications/ Training Relevant



  • professional accreditation in leadership and management (e.g CMI level 7)

  • CIPD Level 7 or equivalent experience

  • MBTI or similar practitioner qualification


Experience



  • Proven experience of working within Talent Management and Talent Development

  • Previous experience of creating talent programmes and Leadership Talent Pipelines and frameworks

  • Experience of working with or engaging with Emergency Services or Military

  • Experience of conducting psychometric testing

  • Experience of working with universities or graduate talent acquisition

  • Experience of programme management in a complex environment with senior stakeholders

  • Experience of working cross functionally to deliver and embed change programmes
