About the service

The Business Services Directorate works across all of Achieving for Children's (AfC) Operational Areas and includes the following business units: Business Development; Business Systems and ICT; Communications; Finance; Intelligence; Strategy and Transformation and Workforce Development. The Workforce Development Service is responsible for ensuring that members of the children's workforce have the right training, qualifications and on-going professional development to provide the high quality services. The Workforce Development Service is made up of the following teams: learning and development (L&D) team, Way2Work apprenticeships (W2W) team, organisational development (OD) team. Our HR contract is coming to an end and AfC are bringing the HR services 'in house'. The Transformation manager will work with our current HR providers and deliver on key transformation activities.

About the role

The HR Transformation Manager will provide operational leadership of the HR Extraction and Mobilisation project. The role will be responsible for progressing the project delivery plan, lead the development and progress of relevant work streams (systems, communication, TUPE, operations etc) associated with this project. The post holder will report to the HR programme manager and be part of the project team alongside the HR programme support officer. The role will also work in collaboration with key stakeholders to shape an effective HR model within expected budget considerations and create/redesign the functions, policies, processes and resources to create the new HR model within AfC. This will also include supporting specification design and supporting procurement of essential systems required to deliver an effective HR service, that is likely to include an HRMI system, payroll system and ATS. The role will also create and design the workflows and standard operating procedures for the HR functions working with our owning councils for advice and support and maintaining constructive relationships on operational and strategic activities during this extraction period. The post holder will provide updates, review progress, assess risk and barriers and proactively develop solutions and options for decisions to be made and targets to be met.

Skills and experience

  • Strong knowledge and experience of leading successful transformation programmes and project management activities including producing project documentation such as business cases, project plans, risk registers, highlight reports, in line with project management methodologies.

  • Experience of matrix management to progress workstreams, remove barriers and meet targets

  • Extensive knowledge and experience of operating within a HR sector working and communicating with different stakeholders including senior managers and management teams, employees and external clients.

  • Extensive experience of building partnerships, maintaining relationships, and co-producing solutions to challenges across a diverse set of stakeholders.

  • Strong knowledge of creating and designing detailed specifications for system procurement

  • Strong experience of HR practices and ability to map out essential workflow processes and standard operating procedures

  • Experience of engagement and consultation with key customers and able to evaluate findings to inform service design

  • Effective experience of keeping and maintaining records (in accordance with local policy) and producing accurate reports, presentations, written updates to a range of stakeholders.

  • Experience of addressing specific equality or diversity issues within your practice with colleagues/service users and taking action to solve them.
