LOCATION: Wandsworth, Greater London
PAY RATE: £300 - £350 per day via an Umbrella Company
START DATE: ASAP
DURATION: 3 months initially

Main purpose of the job:



The post holder will work closely with the Consultant in Public Health with lead responsibility for health protection to deliver key Health Protection aspects of the Public Health Outcomes Framework. This would be achieved by taking the lead in ensuring there are clear and robust health protection, infection prevention and control arrangements embedded across a range of organisations which aims to protect the health of the public in Richmond and Wandsworth boroughs.



Specific duties and responsibilities:



  • Review and update the Pandemic Infectious Disease Plan.

  • Participate in the rota to cover the queries in the generic mail box set up to manage our COVID-19 response.

  • Liaise with council directorates and divisions to ensure appropriate responses to risk management scenarios.

  • Support effective responses to Covid-19 related incidents through effective liaison with the PHE London COVID -19 response centre.

  • Provide verbal and written reports to a variety of fora including Divisional

  • Management Teams, Core Public Health Team, Strategic Care Home Overview Group, and Borough Resilience Fora to ensure that effective plans are in place to protect the public's health from incidents and outbreaks.

  • Represent public health on Strategic Care Home Overview Group providing infection Prevention and control advice and guidance.

  • Submit weekly Whole Care Home Testing Programme Template to DHSC on behalf of the Director of Public Health.

  • Review implementation of the Care Home Support Programme in regard to IP training and staff and resident testing.

  • Support the development of Strategic Outbreak Management Governance

  • Support the development of Outbreak Management Plans.

  • Provide Covid-19 related briefings for Elected Members, Directors and Service Leads.

  • Investigate increased incidence of infections such as measles and develop local strategies to promote early detection and reduce spread.

  • Contribute to the evaluation of the public health response to COVID-19 and develop and assist in the implementation of strategies that improve performance.



Additional Information



  • Effectively manage a delegated budget for specific commissioned services and/or projects, with supervision from Consultant in Public Health. Write bids to secure funding for Public Health and partnership projects.

  • Responsible for the management of member(s) of the Public Health team, as allocated to the post holder - including direct line management and/or project/matrix management of staff.

  • Act as a deputy for the Consultant in Public Health as required.

  • Initiate, develop and commission training and education programmes for the benefit of health and other professional staff and evaluate effectiveness, including presentations to small groups, conferences, students, meetings and networks.

  • Post holder may be expected to work flexibly across two locations in Wandsworth and Richmond.



Knowledge & Experience Required



  • Understanding of social and political environment, including national and local policy, strategies and guidance

  • An understanding and background knowledge of aims of current healthcare policy and appreciate the implications of this on engagement

  • Have an appreciation of the relationship between the DHSC, NHS England, Public Health England and individual provider and commissioning organisations

  • The ability to demonstrate an advanced level of health protection and infection prevention knowledge and skills

  • Understanding of health protection, infection prevention and the approaches and tools used to improve health and wellbeing in this specialist area

  • Experience in change management

  • Master's level education in Public Health / Infection Prevention / Risk Management related degree OR Substantial experience of working in an area of Health Protection Infection Prevention & Control
