The role of the insurance officer would include, but not exclusive to;


1.Responsibility for the evaluation and assessment of risks and the granting of insurance cover within the financial limits.


2. Review and manage the arrangements for insuring and self-insuring financial and material risks, consult with the Insurance Manager and obtain the requisite insurance; ensure required final cover is maintained. Manage the insurance renewal process with external brokers, insurers and customers.


3. Support the Risk and Insurance Manager in maintaining a suite of operational policy and procedures for all insurance activity. Ensure policies are adhered to and that quality, standards and probity are maintained in all work carried out within the service, recommend improvements where necessary and manage the implementation of any changes.


4. Assist the Risk and Insurance Manager in ensuring that financial regulations and standing orders are adhered to in relation to all tasks carried out. Maintain up to date procedures and practices that demonstrate compliance with the authority's financial regulations and take appropriate action where non-compliance is identified.


5. Ensure maintenance of accurate working papers, enabling management trail of appropriates and level of cover.


6. Maintain a record of insurance cover in line with financial regulations.


7. Attend forums, working parties and meetings to assist in providing guidance an advice on insurance and risk issues, including work resulting from ILC.


8. When delegated for specific tasks, manage the insurance, administration and risk staff and ensure the provision of a high quality service to the Council.


9. Assist the Insurance Manager on the development, implementation and monitoring of the Insurance Team Annual Calendar.


10.Develop and maintain professional expertise on all matters related to insurance. Evaluate directorate and service level risks and provide comprehensive and accurate advice and guidance to officers and members on all aspects of insurance recommending appropriate insurance policies to cover identified risks. Liaise with customers, brokers and insurers on complex queries.


11.Engage and liaise with external professional services as necessary to protect the interests of the Council.


12.Represent the Council with partner organisations and relevant industry bodies, including but not limited to ILC, brokers, insurers, ALARM, IRM and the London Insurance Officers Group.


13.Deputise for the Risk and Insurance Manager as directed being prepared to give advice and take decisions if required. Prepare or assist with the preparation of reports to the Audit and other Committees, attending meetings as required, ensuring that any technical content is presented in an appropriate manner.


14.Monitor the Insurance Fund and its usage to ensure balance of cover and financial stability.


15.Calculate and manage the annual directorate, commercial property and school recharges.


16.Ensure the insurance information systems (currently LACHS) is up to date, used effectively and supports the service in managing and maintaining an accurate record of all insurance matters. Where necessary, recommend improvements and oversee the implementation of any changes.


17.Manage the insurance portfolio for Housing, General, Shop, Education and Right to Buy properties.


18.Support the development of more junior staff, for example Insurance Officers and apprentices, by providing ad-hoc technical training as well as advice, guidance and direction whilst undertaking allocated insurance activity.



The ideal candidate would have good attention to detail, previous experience in insurance and risk and knowledge of the public sector.
