JOB TITLE: Intelligence and Performance Support Officer
LOCATION: Tower Hamlets, London
PAY RATE: £23.39 per hour (Umbrella)
DURATION: 3 months minimum
START DATE: ASAP

MAIN PURPOSE OF THE JOB


To ensure that the client Directorates are supported by timely, accurate and valid management information and performance data.


To ensure that the client Directorate provides timely, accurate and valid data returns to external regulators and stakeholders.


DUTIES & RESPONSIBILITIES


1 Support the Intelligence & Performance team for the client Directorate to research, collate, capture, store and publish evidence and datasets to support planning and decision making by service leads.


2 Support the production of needs assessments and analytical products for the client Directorate to support strategic planning and commissioning.


3 Work with other analysts across the Council and partnership to ensure that evidence and data is joined up and shared to support better planning and decision making.


4 Support quality assurance and compliance activities as required across the client Directorate.


5 Support the development and maintenance of systems and processes to efficiently capture, record, validate, analyse and report data against key performance indicators for the client Directorate.


6 Undertake assigned tasks in the development of cyclical and ad-hoc performance reports for senior management, members, the public, regulators and other external stakeholders.


7 Maintain a good understanding of national data and reporting frameworks for Children and Culture and support the necessary data collection, validation, analysis and reporting to enable compliance with these.


8 Undertake assigned tasks in relation to the completion and submission of assigned statutory returns working with stakeholders in Children and Culture.


9 Support the provision of guidance, advice and challenge the client Directorate in improving data and completion statutory returns to ensure that the Council's performance is maximised within these.


10 Monitor the quality of data underpinning the client Directorate and work with services, providers and partners to secure continual improvement.


11 Provide operational management information to the client Directorate to agreed timetables and specifications.



KNOWLEDGE:


A good understanding of the national and local context for and operations of children's services


A good understanding of statutory, policy and regulatory frameworks with regard to children's services


Advanced analytical and numerical skills and an ability to work with complex datasets



EXPERIENCE:


Ability to support performance management, intelligence and data quality arrangements and operations in a local government setting.


Experience of data protection and safeguarding frameworks.


Experience of using Microsoft Office applications to support data extraction, manipulation, analysis and presentation (e.g. Excel, Access).


Proven ability to use a range of problem solving skills to achieve results.


Good oral and written communication skills. Interpret complex guidance and legislation and convey requirements in an easy and understandable format.


Experience of supporting the collation and submission of data returns, preferably education data returns.
