Adecco are currently recruiting for a MARKETING OFFICER for a West-London Local Authority.

  • Temp role - 3 months (extension likely)

  • 24.03 per hour PAYE / £31.10 per hour Umbrella

Our client, a West-London local authority, are seeking a Marketing Officer with a background in local government, government or a closely related sector communications.

The successful candidate will have good experience of working with a range of digital communications approcahes including social media and marketing databases will also be required. Good strategic communications planning skills are also essential.

Purpose of role:

  • To be responsible for developing, managing and evaluating the effectiveness of marketing and communications campaigns to support the achievement of corporate priorities and individual service business objectives.

  • To be responsible for a range of corporate marketing campaigns and provide expert advice on marketing-led approaches.

Key accountabilities:

  • To work with senior managers and Members to plan, cost and deliver a range of marketing and communications activities to support client departments' business plans and council priorities in liaison with colleagues across the department.

  • To be responsible for managing budgets associated with campaigns for which the postholder is the lead and make recommendations on expenditure of up to £100k

  • To be responsible for evaluating the marketing and communications activity for which the post holder is the lead and make recommendations for presentation to senior managers.

  • Develop new and interesting story ideas and research, write, proof-read and edit copy for media releases and a range of other publications such as residents' magazine Around Ealing, newsletters award entries.

  • To analyse and manipulate data and research findings to develop and deliver effective, targeted marketing activities such as direct marketing and advise others on the appropriate marketing response.

  • To take a lead role across the department in the implementation of multi-media and digital content, for a range of marketing and communications campaigns.

  • To commission a range of print and creative design services and other marketing campaign materials through internal and external suppliers, making detailed recommendations to ensure that creative campaigns meet the council's marketing requirements

  • To be responsible for writing and uploading of content to the Council's web-site.

  • Use new ideas and creative approaches to proactively promote the council and its services via online channels including e-media, social media and networking sites and monitor what is being said about the council online.

  • To manage multi-disciplinary project teams working on campaigns for which the post holder is responsible, including the management of the work of agency or contractor staff

  • To establish and maintain effective working communications and liaison with a range of services to create awareness and understanding of the role of marketing and communications and influence the adoption of best practice

  • To manage projects to help achieve revenue through sponsorship and advertising, to include the identification of new and innovative opportunities and negotiations with potential sponsorship partner organisations at a senior level

  • Attend evening meetings and occasionally attend events outside normal office hours and undertake other duties as directed in line with the overall marketing and communications objectives of the council.


  • Detailed knowledge of the diverse marketing and communications requirements and techniques required by a local authority and its operational services (KEY)

  • Able to analyse and manipulate complex numerical and other data and provide expert advice on effective marketing responses (KEY).

  • Able to lead on the preparation, and deployment of marketing campaigns and recommend the most appropriate marketing mix in each case (KEY)

  • Able to produce detailed briefs for the design and production of marketing campaign materials (KEY)

  • Able to write high quality, accurate copy for a range of publications, online content and media releases (KEY)

  • Able to be creative and innovative in identifying and instigating opportunities for improving council services and performance through marketing and communications techniques.

  • Ability to use a content management system to deliver effective web-based marketing and communications activities

  • Good interpersonal, presentation, persuasion and negotiating skills.

  • Able to work effectively with Directors, other senior managers and Members.

  • Able to demonstrate knowledge and understanding of equality issues and the ability to integrate equalities policies into marketing campaigns and service delivery.

  • Able to adopt a flexible approach to working hours at certain times in order to deliver marketing and communications campaign activities.
