Adecco are proud to be recruiting for Payroll Specialists to meet a 3 contract with Cheshire Constabulary.

The role is based in Winsford (Cheshire) working 5 days per week with the majority of days worked from the site.

The role is to start ASAP subject to background checks.

We are looking for operational payroll processing and delivery experts who have extensive experience of running a complex payroll service.

Specific Responsibilities:-

  1. Ensure that all salaries, allowances and deductions are accurately processed within set timescales. Ensure all are paid at the correct rate, that they receive any allowances to which they are entitled and any relevant deductions are made.

  2. Have the skills, knowledge and expertise to undertake manual pay calculations.

  3. Respond professionally and with discretion to direct payroll queries, providing help and support, taking ownership of the issue where necessary. Liaise with HR staff in the MFSS and Retained HR to promptly resolve queries with regard to pay.

  4. Process payrolls on published pay run dates.

  5. Coordinate all aspects of the (end to end) payroll function, including reporting, reconciliations, BACS payments, EYUs, FPS, EPS and RTI information ensuring that the MFSS meet all statutory requirements for NI, Tax and Statutory Pay (SSP, SMP, SPP and SAP).

  6. Liaise with pension providers with regard to pension entitlements. This includes completing pension certificates for all leavers, pension estimates for retiring individuals.

  7. Monitor and assess expense claims for legitimacy and accuracy, reject claims where necessary and keep a record of those rejected.

  8. Monitor and provide Key Performance Indicators against Service Level Agreements.

  9. Maintenance of the over and under payment register to ensure all cases are recorded, correspondence sent out and overpayments are recovered. Escalate to Payroll Manager or Retained as appropriate.

  10. Responsible for ensuring accurate and timely reporting to HMRC and Pension providers.

  11. Maintain payroll system, i.e. Pensions Uplifts, Pay Scale changes, mileage rate changes, changes to rate of certain allowances.

Qualifications:- CIPP or substantial relevant payroll experience commensurate to this level of qualification.

Essential Experience:

  1. Significant experience of working within a payroll function preferably in a shared service environment, providing end to end payroll service

  2. Experience of working with a payroll system such as oracle.

  3. Experience of working to targets (service level agreements) whilst achieving a high degree of accuracy and quality in dealing with information

Desirable Experience:- Experience of public sector payroll and pensions
