JOB TITLE: Parking Project Manager
LOCATION: Working from home. Some travel within Kingston & Sutton Boroughs
DURATION: 3 months minimum
PAY RATE: £32 - £38 per hour (Umbrella)

One of the key areas of concern for local communities across the borough is parking and a Parking Strategy and Policy for 2016 - 2021 has been approved and the associated five phase Delivery Plan is now being implemented.

The role of the Sutton Parking Programme Manager (interim contract) will have a major contribution to make to the delivery of the Parking Strategy. This will include taking on responsibility for leading the delivery of the phased programme across the whole borough which is due to be completed at the end of March 2021.

As well as providing the main point of contact for all public engagement activities associated with the parking strategy, the role will be an important conduit between the service and the 6 Local Committees/Strategic Committee, along with the preparation of Committee reports and updates; attendance at any member/Senior Management briefing sessions as required. This liaison role is a key responsibility.


  • Relevant technical qualification, e.g. HND/HNC/Degree and/or professional qualification


  • Proven experience of leading a parking design service in a management position in a similarly large and complex local authority organisation.

  • Proven experience of successfully managing and implementing programmes of CPZ and other on-street parking management measures, delivering clear and measurable outcomes.

  • Proven experience of financial management and associated systems and processes and management of Capital budgets, financing arrangements and meeting both programme and time requirements.

  • Experience of leading at committee and public meetings and advising customers and elected Members on Parking scheme matters.


  • Understanding of the role and purpose of the Parking policy agenda within a local authority such as LB Sutton

  • Broad understanding of the external influences on the organisation and how they relate to the role

  • Knowledge of the vision and strategic goals of the organisation, Directorate and Service
