JOB PURPOSETo support the forces with their procurement activity. The role will focus on lower value or lower risk procurements, typically spot buying but also incorporating call offs from frameworks or running tenders as appropriate. The role will support Procurement Officers and Senior Procurement Officers with the higher value / higher risk and more complex procurements. The role will support with administrative tasks, reporting and processing on systems as directed. As a front line role, there will be significant contact with stakeholders across the forces and externally KEY ACCOUNTABILITIES

  • To ensure that all purchase orders, vendor requests, tenders & competition processes are completed in accordance to both local (Contract Standing Orders) and Legislative requirements.

  • Responsible for accruing and assimilating records to create management information that will both ensure continuous improvement in the Forces' current activity and highlight future procurement opportunities.

  • Implement and maintain efficient and effective working procedures within the department to cover all aspects of lower value / risk procurement activities and tasks.

  • Devise and prepare documentation for low value, less complex contracts and orders for goods and services in consultation with internal stakeholders, ensuring needs are understood and that functionality and performance are effective

  • Prepare and submit detailed recommendations for contract award to a Senior Procurement Officer, the Head of Procurement or other roles as appropriate and in accordance with Contract Standing Orders.

  • Prepare financial analysis and forecasts of future and current expenditure on contracts to ensure costs and savings are within the proposed budgetary constraints and commercial risks are identified

  • Ensure contracts and / or purchase orders for goods and services are properly authorised and the relevant documentation is completed and filed - both hard and electronic copies as appropriate.

  • Monitor and report upon the actions taken in response to poor performance by suppliers. Ensure that remedial actions are taken or escalated within the department where appropriate.

  • Provide support to Procurement Officers or Senior Procurement Officers on higher value or complex procurements.

  • Prepare reports on procurement activity across the Forces.

  • Act as first line support for enquiries into the Department, pro-actively providing advice or triaging enquiries as appropriate.

Educated to O Level/GCSE or equivalent.

MCIPS (or working towards the qualification)

Strong analytical skills

Experience of financial analysis, evaluations, benchmarking

Good stakeholder engagement skills that enable them to build relationships with key stakeholders.

Mature stakeholder engagement skills that enable them to build relationships with staff from operational level through to NPCC ranks.

Strong persuasion skills that ensure credibility and provide confidence in the individual.

Strong persuasion skills that ensure credibility, provide confidence in the individual and bring many stakeholders together into operational teams.

Confidence to manage projects and work on their own initiative. Has an understanding of how to escalate issues and present in a concise manner to senior managers.

Commercial awareness that demonstrates an understanding of how markets operates, motivators for suppliers, cost construction and negotiation principles.

Strong organisational skills for setting own workplans and timetables for projects.

Attention to detail

Experience of preparing reports and reviewing for accuracy

The role will be expected to attend meetings and professionally represent the Department or Force as appropriate. On occasions it may be necessary to attend meetings at locations at other force locations or outside of the force area.
