Procurement Category Manager - Estates & Facilities


Salary: 44,614 - 52,761

This role is a specialist procurement role covering the estates and facilities category across a prestigious University based in London Tooting.
You will have responsibility for delivering the procurement of key contracts as required and based on the needs of the business. You will need to be able to collaborate with key stakeholders across both Universities proactively identifying areas where Procurement can add measurable value.



You will be responsible to:


▪ Implement the category strategy and policies that support the University's objectives, with an emphasis on value for money and including, where appropriate, the use of framework agreements throughout the University where financial efficiency benefits may be gained.


▪ Ensure that business requirements are met and best value is delivered through the application of UK public procurement best practice processes.


▪ Advise stakeholders on the development of specifications and evaluation criteria for tenders in the assigned category and areas of overlap such as the general, corporate and IT categories of spend.


▪ Ensure that category strategies are aligned with stakeholders business plans and operational requirements, whilst managing risk effectively.


▪ Work collaboratively with the business area to fully understand their objectives, performance issues, challenges and opportunities in terms of business deliverables against business plan.


▪ Agree a pipeline of procurement activities for specified timeframes taking into account the business plan deliverables and timescales.


▪ Provide support and expert guidance to stakeholders and functional buyers throughout the procurement process, and in particular where the value of the procurement exceeds the thresholds stipulated in the latest version of the Public Procurement Regulations.


▪ Collaborate with key internal stakeholders to ensure delivery of business benefits from progressive procurements through supplier performance management activities.


▪ Lead the end-to-end supplier engagement and sourcing activities end to end from definition of business requirements, sourcing, tender analysis and negotiation to ongoing supplier performance and life cycle management.


▪ Implement best-in-class procurement disciplines and support the continuous development and improvement of these activities within the Procurement team and across the business.


▪ Lead supplier negotiations and ensure value for money deals are obtained in a professional manner that ensures suppliers are dedicated to high service levels and committed to contributing to the delivery of the strategic plans of the University and its partners.


▪ Ensure the policies of the University and its partners are strictly followed throughout the respective procurement processes and that all procurements are carried out ethically and in a manner compliant with public procurement legislation.


▪ Keep up-to-date with current and upcoming public procurement legislation applicable to the University and its partners;


▪ Work closely with the Head of Procurement and business area to define procurement plans to deliver value for money to the business.


▪ Attend senior management team meetings as required and provide proactive expert procurement advice and guidance to these teams and to individuals as needed.


▪ Act as a champion for Procurement value for money and efficiency across all activities of the estates and facilities and associated categories.


▪ Champion risk management in the business area, ensuring risk is understood and relevant mitigation is put in place to protect the business.


▪ Identify, develop and successfully deliver commercially-focused, client- responsive solutions, utilising a range of techniques including consulting methodology and project management techniques.
