Programme Director - Future Financial Strategy


We a seeking a Programme director with finance strategy experience within the area on Surrey to work mostly from home with office presence 1 day a week.


Assignment length 11-12 Months
Pay rate £650 per day UMBRELLA
Start date - ASAP


Will be expected to design, develop, implement and ensure delivery of the client's programme, which is a strategic priority. It will require the development of plans and strategies for all elements of a fundamentally different approach for future budget setting and management.


To Provide a professional expertise and direct responsibility, linked to Executive Directors and Members for this critical programme while providing strong leadership and management to staff who are supporting its delivery.


To provide specialist expertise in order to deliver a complex programme of work. Experience of leading similar programmes successfully, in particular leading complex financial and organisation wide change, knowledge of relevant government policies, strategies and legislation and an understanding of the financial challenges faced by the Public Sector and in particular Local Government is essential.


A phased approach will be taken to the programme and it is anticipated this will likely consist of four stages. It is expected the post holder will finalise these when in post:



Phase 1 - (Initiation & Engagement)



  • Programme setup and planning (inc. resources)

  • Discovery / gathering info on existing initiatives and opportunity areas

  • Wide engagement to generate interest and commitment in the concept

  • Stimulate the identification of ideas from across a wide range of colleagues and partners (using different approaches, techniques, inputs, reaching out to others)



Phase 2 - (Development & Design)



  • Refining and developing opportunities into a clear set of proposals

  • Leading and supporting the production and evaluation of outline business cases (e.g. size of the prize)

  • Ensure the governance approach is clear & robust (inc. gateway process)



Phase 3 - (Test, Finalise and Signoff)



  • Further development and exploring the agreed themes, crafting them into viable propositions

  • Full business case development

  • Stress test proposals to ensure realistic and achievable

  • Obtain signoff for proposals to move into delivery



Phase 4 - (Delivery)



  • Ensure resources and structure in place for delivery

  • Oversee delivery planning and reporting progress

  • Ensure benefits realisation is tracked and managed effectively
