Adecco Chester are currently recruiting on behalf on Cheshire Constabulary for a Project Manager on a 18 month contract.


  • Establish risk, issues and change-control processes to support implementation of strategic change plans, recognising the impacts at local, regional and national levels.

  • Establish and maintain information management systems, providing basic training in configuration management techniques to key stakeholders.

  • Facilitate the creation and update of complex strategic change plans for the NW ESN Police Assurance Partner that flow from the North West ESN Programme Plan to the ESMCP Operational Assurance Strategy. Identifying cross-initiative/ portfolio dependencies and tracking these to support achievement of the NW ESN Assurance Partner vision and priorities.

  • Must be able to travel round the NW region.

  • Must hold a full UK driving license and have access to a vehicle for business use

Key experience required for the role includes, and must be demonstrated on CV:

  • Strong planning skills inc MS Project

  • Stakeholder engagement

  • Organisational change experience

Prior Education and Experience

  • Have or be prepared to obtain Management of Portfolios (MoP) practitioner level certification.

  • Have or be prepared to obtain Management of Successful Programmes (MSP) practitioner level certification.

  • Have or be prepared to obtain PRINCE2 practitioner level certification.

  • Substantial experience of delivering successful large-scale organisational change.

  • Substantial experience of Management of Portfolios and Managing Successful Programmes methodologies.


  • Expert knowledge of change management methodologies including project, programme and portfolio management.

  • Knowledge of current issues within the sector, e.g. major legislative changes and delivery models.

  • Ability to evaluate and solve problems by generating ideas and exploring possibilities.

  • Ability to challenge ideas and assumptions to create innovation.

  • Ability to apply theory and develop concepts to accomplish objectives.

  • Ability to develop strategies and plans by anticipating trends and envisaging the future.

  • Ability to identify key issues and make intuitive judgements to enable continuous improvement.

  • Ability to influence by working participatively and building relationships at all levels across the Constabulary.

  • Ability to drive success by producing outputs, managing tasks, meeting timescales and pursuing goals.

  • Ability to articulate information clearly, whether written or verbal.

Post holder will work from bases in Warrington and Winsford and the ability to travel throughout the NW region (Cheshire, Gtr Manchester, Merseyside, Lancs and Cumbria) is required.

Starting salary is £41,718
