JOB TITLE: Public Health Specialist
LOCATION: Sutton, Greater London
PAY RATE: £550 per day (Umbrella)
START DATE: ASAP
DURATION: 3-6 month contract
IR35 STATUS: Inside



OVERVIEW:


The post-holder will be leading key areas of work including the coronavirus testing programme and COVID-19 work with schools, but will be required to change topics or work across portfolio areas in line with the needs of the business whilst maintaining generic public health skills as necessary. The post-holder will have to adapt rapidly to shifting demands and priorities, and needs to be flexible and adaptable, with a high level of professional credibility.


The post holder will be able to work independently without the need for substantial supervision. They will be practical and delivery focused and able to deliver projects and programmes on time and on budget. They will be able to communicate clearly and use their advanced knowledge and skills in a wide range of core public health and health promotion competencies to lead and support the strategic development, delivery and evaluation of public health programmes and services.



ACCOUNTABILITIES:



  • Line-management of public health staff.

  • Have budget responsibility for relevant areas of work

  • To lead on the delivery of COVID-19 programmes working with the Head of Public Health Integration.

  • Working with relevant stakeholders to lead the co-production, development, implementation or improvement of public health / preventative programmes or service/system improvement to meet local needs and reduce inequalities.

  • To develop and manage projects and evaluations of selected programmes and projects, based on best practice and evidence.



KNOWLEDGE & EXPERIENCE REQUIRED:



  • Educated to MSc level in Public Health or related subject or substantial PH work experience.

  • Relevant experience at a senior level in public health programme management.

  • Proven experience of managing and planning budgetary expenditure and income.

  • Proven experience of facilitating change management and programme development

  • Proven experience of staff management in accordance with corporate policies, demonstrated by an understanding of human resources policies and management strategies

  • Proven experience of using innovative responses to handle new and challenging situations, related to a diverse range of public health subjects, and with extensive policy and/or service implications

  • Proven experience of managing a diverse range of complex public health projects in a challenging, senior level (post-MSc) NHS and/or Local Authority role

  • Application of public health and health promotion methodologies to the design, development (including workforce development), delivery, monitoring and evaluation of services of a highly complex and diverse nature.



SKILLS & ABILITIES REQUIRED:



  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate as a senior partner on difficult and controversial issues, and present complex and sensitive information to large and influential groups.

  • Ability to negotiate on difficult and controversial issues including performance and change.

  • Ability to analyse complex facts and situations and develop a range of options.

  • Strategic thinking - ability to anticipate and resolve problems before they arise.

  • Ability to use public health competencies and skills including epidemiology, statistics, critical appraisal of evidence, health promotion and evaluation, to analyse, interpret and synthesize complex information from a number of sources.

  • Excellent time management and prioritisation skills, demonstrated by the ability to use own initiative to manage a number of projects simultaneously, ensuring planning, organising and prioritising workload to meet project deadlines.

  • High standard of report writing skills, demonstrated by the ability to write and contribute to reports of varying length and complexity, for a variety of audiences, in a format where implications of the report are fully understood and inform strategic decision making
