Ensure that Committee meetings are accurately minuted and to be able to advise on meeting procedure and on declarations of interest in line with the Council's constitution.



Build and maintain effective working relationships with elected members and senior council officers through providing advice and support to enable them to take effective and sound decisions and to skilfully resolve any conflicts arising. The role holder will provide written and verbal advice and guidance to elected members, council officers and the public on the council's statutory obligations in relation to decision making, the constitution and procedural matters.



Advise and proactively support the Overview and Scrutiny Committees, Scrutiny Chairs, Co-ordinating group, Members and co-optees to develop and manage an effective member led scrutiny process and assist in the management of the committees work programmes.



Ensure that appropriate arrangements are made for Members and co-optees to undertake scrutiny investigations and reviews efficiently and effectively with the participation of partners, residents, community groups and officers as appropriate.



Plan, organise and prioritise own workload effectively to collate necessary documentation to enable the councillors to function effectively at meetings and ensure that access to information laws are met.



Accurately, competently and skilfully draft reports, policy documents and other documentation which may be required from time to time. Manage, commission or undertake policy development through research, collation of information and data, and policy analysis. Research, handle and collate complex, and sometimes confidential and sensitive information and ensure that this is communicated in clear English to relevant stakeholders.



Keep up to date with developments in statutory requirements and best practice in democratic management including overview and scrutiny, meetings management and councillor support, and to contribute towards the continuous improvement of the service.
