To take a lead on the Capital Strategy for SEND places and the function of place planning and commissioning of sufficient good quality SEND specialist places.


The SEND Capital Strategy will involve identifying the specific needs and the requirement for additional SEND place, taking account of the current available places. To match need to opportunities for provision in existing mainstream schools through expansion or additional centre places; expansions of existing special schools; and the provision of new specialist schools across the County now and in the future.


The focus on place planning and capital delivery is within the overall SEND transformation strategy elements of which include: reducing the number of pupils attending specialist independent schools; providing specialist provision, where possible, more locally to where pupils live and reducing expenditure in the High Needs block.


To make recommendations to Cabinet, Cabinet Members, Schools and Learning Select Committee and other decision making bodies on school organisation and commissioning within Surrey on the basis of relevant statistical data.


To support the management of the place planning team responsible for commissioning and organising the provision of school places, including maintained nursery provision in conjunction with the Directorate Commissioning Team, all maintained schools including special schools, sixth form and further education.


To consult on, negotiate, commission and co-ordinate appropriate changes in school and FE provision in Surrey to meet the changing needs of local populations.


To initiate, plan, promote and deliver reviews of school organisation to satisfy local parental demands and needs and meet the key statutory objective of providing sufficient school places. Secure education infrastructure funding from local developments/ developers.


To work with colleagues to develop and maintain the Surrey educational estate and ensure the provision of high quality schools and other educational buildings.
