We are recruiting for a SEND Officer (0-25) full time on an ongoing temporary basis at Wolverhampton City Council, £19.14 per hour.

Job Purpose & Role:

To support the SEND Assessment and Planning Team Leaders with the identification, referral, assessment and placement of children with SEN/D (0-25 years) within the context of 1996 Education Act, Children and Families Act 2014, and SEND Code of Practice and related legislation and regulations.

To act as the Local Authorities representative at multi-agency meetings to review EHCPs and to ensure that the Local Authority fully meets its statutory requirements for reviews.

The post holder will act as the Plan Co-ordinator and will be responsible for drawing together information for the drafting of an EHCP, including financial aspects of the plan i.e. Personal Budgets.

The post holder will consult, negotiate and agree additional funding within the High Needs Block Grant (SEN Matrix) with educational providers, and as appropriate, lead on the development of new contracts, funding and related processes.

To promote the principles and procedures laid down in the SEND Code of Practice on the identification and assessment of special educational needs and disability through partnership and collaboration with professionals, children, young people and their parents/carers.

Experiene required:

Knowledge and understanding of the roles and responsibilities of the local authority with regard to SEN / Disabilities and its relationship with settings, schools and Post 16 providers and funding policy. An excellent working knowledge of SEND, particularly in the relation to the SEND Code of Practice

An awareness of the efficient use of Local Authority funding, previous experience of working in a Local Authority, School or Education environment. Previous experience of working with training providers, delivering provision to Post 16 learners. Experience of participating in a Performance Management scheme, application form, references, interview and selection process.

Detailed knowledge of legislation relating to SEND particularly in the areas of Children and Families Act and the SEND Code of Practice. Knowledge and understanding of the roles and responsibilities of the Local Authority with regard to the provision of support for young people with LDAs/ EHCP and its relationship Post 16 Providers� Ability to interpret specialist advice (educational, psychological, social care and medical) as part of a single assessment. Experience of Local Authority commissioning and multi-agency working practices.

The ability to chair meetings in a multi-professional context, excellent organisational skills. effective communication and presentation skills, both oral and written.
