JOB TITLE: Senior Accountant
LOCATION: East London
PAY RATE: £550 per day Umbrella
DURATION: Until Jan 2021
IR35 STATUS: Inside

**Working from home for the initial period before it is safe to return to the office**

Responsible for: Matrix management responsibility for up to 6 x Accountant Will have responsibility for temporarily assigned or shared employees


1. Manage the delivery of a proactive finance service to directorates.

2. Support resource planning for directorates, assessing the implications of service proposals, providing financial modelling and analysis of service options for projects and initiatives.

3. Ensure the financial implications of change proposals are fully costed and based on sound budget management principles. Prepare financial comments to ensure that the implications of proposals being reported are fully and accurately stated

4. Work in partnership with other Senior Accountants to share best practice across the teams and lead on the standardisation of the Finance service offer.

5. Manage the provision of financial support to a directorate in forecasting both in-year and future year income and expenditure, ensuring these are accurate, appropriate and are supported through activity and performance analysis.

6. Support the management, development and updating of the medium term financial strategy (MTFS) and annual budget to ensure that it supports the outcomes set out in the Council's Strategic Plan.

Knowledge required:

  • Knowledge and understanding of strategic financial management and financial regulatory frameworks in accountancy, and in particular the public sector

  • Good knowledge of financial appraisal techniques for projects to support decision making

  • Evidence of CPD to support knowledge of changes in government legislation in relation to local government

  • Experience of using skills and knowledge to support services to achieve improvements in effectiveness, value for money and outcomes

Qualifications & experience required:

  • Qualified CCAB or CIMA with post qualification experience

  • Track record of developing and motivating staff to enable a high performing team

  • Supported the delivery of major cultural change and organisational change in a large, complex organisation.

  • Ability to quickly establish credibility with Heads of Service, DLT's, Corporate Directors and other key stakeholders, promoting good financial management practice within the organisation.

  • Evidence of engaging and working with senior leadership teams, providing strategic financial advice and critical decision making.

  • Experience of identifying and delivering innovative and effective means of financing delivery of services

  • Experience of presenting reports to senior managers

  • Ability to use acquired knowledge and skills to provide support to a wide range of functions and services

  • Experience of delivering improvements in a financial setting with a strong delivery and performance focus
