Our client based in the Wirral area is looking for a Senior Buyer to work within their large corporation.

The purpose of the role is to ensure that the purchasing, tendering and contracting activity in respect of low and medium value goods, services, materials and equipment is undertaken in accordance with UK Law and Trust Standing Financial Instructions (SFI's).

This will include advising internal personnel, including Senior Managers and other non-purchasing stakeholders, on procurement policies and procedures including complex issues relating to Legal Requirements, Terms and Conditions of Contract and EU Procurement law.

The main duties and responsibilities of this role include, but are not limited to:

  • Deputise for the Senior Contracts Manager as and when required.

  • Manage the day-to-day activities of the transactional procurement processes.

  • To provide professional advice to customers internally on matters relating to the strategic Procurement, ensuring all advice conforms to EU Procurement Directives and other legislative requirements.

  • Must be able work as part of a team with the ability to motivate staff within the Procurement team (including coaching and mentoring) and to give clear instructions particularly on complex issues.

  • Responsible for ensuring effective systems are in place to facilitate the flow of all communication within the department and with customers.

  • Represent the Procurement Department on various internal working groups including close liaison with established groups.

  • Support the identification of cash releasing savings, cost avoidances and value for money, ensuring whole life costing is considered, in accordance with the agreed work plan and short notice projects.

  • Analysis of non-pay expenditure to identify opportunities for cost savings and supply chain efficiencies from the standardisation, rationalisation and variety reduction of products and services across the board and where possible in collaboration with other establishments

  • Ensure that any procurement activity is undertaken in a timely manner to ensure continuity of supply essential to customer care.

  • Ensure that the internal supply chain, logistics and stores (materials management) operates in the most efficient and effective way and an optimum service is maintained always. Increase the scope of the materials management function across the business.

  • Proactively, identify and manage contracts (where required) to ensure that suppliers are performing to the key performance indicators within the contract.

  • To ensure that product/equipment trials and subsequent evaluations are conducted to the required standard with appropriate indemnity forms collated

  • Co-ordinate and monitor the activity being undertaken by the Operational team

  • Daily use of the electronic requisitioning and ordering systems and the internal electronic tendering system.

  • Liaising with colleagues at all levels to ensure compliance in the use of agreed standardised products, ensuring the range of items available and within catalogues is rationalised / developed to an optimum level.

  • Develop methods of interrogating the internal procurement and other systems in order to meet the objectives of the organisation.

  • Contribute to, produce and develop regular and ad hoc reports as required to time and format requested for presentation to managers and senior members

  • To contribute to the on-going development and monitoring of appropriate departmental performance indicators (KPI's).

  • Work closely with internal and external stakeholders to facilitate the effective co-ordination of all procurement and supply chain activity in the business, aligned to departmental KPI's.

The skills and experience required for this role include, but are not limited to:

  • Educated to GCSE English/Math's or equivalent level/or experience.

  • Educated to degree level or equivalent

  • Experience of working in a Procurement department

  • Knowledge of EU Procurement Legislation

  • Knowledge of Electronic Purchase Order Systems

  • Good interpersonal skills, ability to work within a team and to own initiative

  • Good verbal, non-verbal and written communication skills
