The ideal candidate will have;
* A British Institute of Cleaning Science (BICS) qualification
* Experience of leading and delivering a professional cleaning service across a large multi-site estate, including management of a team of staff, budget and resources
* Examples of working as part of a large Facilities Department in a public sector environment i.e. Central or local Gov, National health service, Universities and colleges etc
* Strong communication skills, both verbal and written together with a good grasp of standard MS Office software
* Problem solving ability to determine service improvements

Purpose of the Role

The Senior Cleaning Manager is responsible for the development of a professional, highly effective and value for money cleaning service across Ealing FM's property portfolio. They will lead and manage the cleaning operations within the Council. They will provide strategic vision and tactical leadership to the development and evolution of the cleaning function, be responsible for the delivery of change managing projects effectively and efficiently and appraising the Head of Corporate Services on the options available for the future direction of the service.

The post holder will have an excellent knowledge of the cleaning industry and will be able to consider and implement new and efficient ways of working and will also be responsible for developing and embedding a culture of continuous improvement within the Cleaning Services team.

The post holder will co-ordinate and manage the operation of all aspects of all FM and Cleaning related service contracts e.g. window cleaning, hygiene, pest control etc. Be the 'responsible person' in the event of Fire and emergency at specified sites, liaising with the Head of Emergency Planning and Head of Health & Safety. Participate in an on-call rota and to be contacted on FM issues outside of normal working hours.


� Management of the provision of cleaning services to the Corporate Estate, ensure Cleaning Managers reach the standards set and maintain them. Develop them as champions of customer service and raise the profile of the cleaning service within the Council. Build a reputation for Ealing FM as offering World Class customer service. Effective management of a broad range of stakeholder relationships including customers, elected members, senior council officials, staff, agents and contractors.

� Leading consultation with service users, as required, in order to ensure the effectiveness of services and lead to continuous service improvement. This will involve the creation and development of Service Level Agreements and Service Specifications. The post holder will also be expected to respond positively and demonstrate effective management of change.

� To chair Cleaning/Customer Services management meetings with relevant Council personnel. Ensuring the implementation of recommendations/suggestions as appropriate, including feedback of the action taken.

� Ensure compliance with all statutory regulations, devise action plans for outstanding or new issues and make sure this is communicated properly to the customers and to the business.

� Take responsibility for running cleaning services within Council buildings within budget and reporting to the Head of Corporate Services and to the Business on progress.

� Support the Head of Corporate Facilities in producing the FM strategy, business, service and team plans with regard to the facilities management team and creating a performance culture with staff, aligned to corporate priorities.

� Research and analyse data to effectively procure cleaning and related services ensuring value for money and council objectives are met. Manage established contracts for goods and services to ensure the delivery of outcomes and specifications in line with contract objectives, Council and customer requirements.

� Identifying prioritised service and client improvement programmes in order to deliver efficiency savings, in particular staff efficiencies, improved services, reduced costs and returns on investment.

� Providing technical guidance to Council personnel and support on the development of major service investment programmes and project and resource plans, and in particular any refurbishment programme re-fit, future alterations and change management implications.

� Own and manage risk on all tasks carried out by staff within the Cleaning service by creating processes whereby managers can perform audits and risk assessments. Ensure all strategic cleaning and associated risks are entered on the Ealing FM Risk Log.
