JOB TITLE: Technical Assurance & Compliance Officer
LOCATION: Kingston, London
PAY RATE: £363.64 per day (Umbrella)
DURATION: until Jan 2020
IR35 STATUS: Inside


  • Hard FM and statutory compliance project/programme management for revenue repairs and maintenance, capital projects. Provide technical assurance and reporting on driving value through prioritised programmes of work. Stakeholder management: end/service user, contractors including FM partner, service representative, Heads of Service.

Key activities:


  • Develop and implement a risk based approach to the statutory compliance and maintenance regimes of Council owned sites.

  • Responsible for the monitoring of the activities of suppliers providing effective instruction and independent oversight to ensure the suitability and quality of technical solutions. Ensure that work orders are verified as per the contract in terms of commercial values, rates, measures / quantities and material costs.

  • Actively performance manage the suppliers and contractors by providing strong leadership ensuring value for money, quality of service and efficiency is achieved.

  • Manage and contribute to the strategic development of corporate initiatives on FM with regard to commissioning and delivery.

  • Approve the Service Provider's task based method statements for delivering Hard FM services during the life of the TFPM contract where appropriate.

  • Ensure the TFPM Hard FM Services Specification and Energy Procurement Specification and the Service Provider's relevant Service Delivery Plans are being adhered to and delivered during the contract term, including undertaking joint audits to measure against service delivery KPIs.

  • Provide technical guidance on behalf of the client team to review applications by the Service Provider for variable works and works above the comprehensive limit and where necessary, assess works against industry standards and schedules.

  • Assist in the improvement and overall state of repair and fitness for purpose of the operational properties.

  • Identify opportunities for schemes in support of environmental and sustainability activities and propose value for money through business cases for the implementation of any schemes and activities.

  • Provide advice to the client team on recommendations by the Service Provider for areas of opportunity and improvement in maintenance going forward.

  • To monitor statutory compliance issues in relation to corporate and educational assets and validate reports produced by TFPM Service Provider.

  • Carry out investigations on behalf of the Council following a health and safety accident or near miss reported by the TFPM Service Provider.

  • Validate statutory inspection and testing reports by the TFPM Service Provider and approve recommendations identified in consultation with the Contract Manager.

  • Approve statutory documentation and Log Book and ensure statutory updates and guidelines.

  • Issue the TFPM Service Provider with site requirements and guidance.

  • Ensure compliance with carbon reduction commitment legislation and work with TFPM Service Provider to ensure a continued long term commitment by the Council to reducing energy consumption.

  • Jointly develop and review accessibility services across Council portfolio with the TFPM Service Provider.

  • Periodically conduct checks of any planned maintenance activity carried out by the Service Provider and assisting with scheduled audits.

  • Contribute to the development and implementation of corporate property databases and systems.

  • Support the Capital Projects team to ensure that planned maintenance programmes are aligned with the capital projects.

The person

In order to successfully deliver the responsibilities of the role, you will need to:

  • Relevant professional qualifications.

  • Strong technical ability and knowledge of schools, community facilities, leisure and corporate buildings.

  • Knowledge and experience in property design, construction and whole lifecycle maintenance activities.

  • Extensive and relevant experience in a lead client-side facilities management role.

  • Demonstrable experience of the property and 'hard' facilities management of land and property assets and associated budget management.

  • Experience of the development and monitoring of schemes/plans of work

  • Work successfully with key stakeholders including Members, residents, businesses, communities, partner organisations and other public services.

  • Identifies and is responsive to customer needs, working with them to provide innovative solutions

  • Understands and fulfils budget management responsibilities

  • Displays risk awareness and commits to essential standards of risk management
