The role works across Testing Cell workstreams, providing a leadership and support to COVID testing programmes across Surrey, some weekend working is required. Main responsibilities of the role include:

* Lead on the operational functions of the Testing workstreams across Surrey, including responsibility for monitoring and co-ordinating workflow and targeting resourcing within the testing team across our 7 day service.
* Reporting to the workstream leads and wider senior team to ensure they are fully informed on activity, performance and risks with the pathways.
* To work collaboratively with system partners to build relationships and improve joint working.
* Support worksteam leads to develop robust testing pathways across Surrey, including mobile testing sites, local testing sites, symptomatic testing, asymptomic testing, in response to new testing pathways as they emerge from national guidance.
* Support and assist the testing team with enquiries/concerns/complaints and issues relating to testing workstreams via the testing inbox, including appropriate signposting.
* To provide leadership and initiative, acting as a role model for the testing staff within the service
* When required, to support the Testing team to swab individuals in the community or in community settings.


The Testing Cell includes symptomatic and asymptomatic (symptom free) COVID testing programmes across Surrey, under the governance of the Surrey Local Resilience Forum, and is a joint team across Public Health and the NHS.
The post holder will be required to:
Maintain constructive relationships with a broad range of internal and external stakeholders - this may include direct personal communication with patients, carers, the public, external agencies and other CCG/SCC staff, explaining the parameters and constraints under which the Testing Cell provides COVID testing across Surrey - including communicating in a sensitive manner where the nature of the communications may be emotive, sensistive, complex and confidential.

Participate in relevant internal and external meetings, working groups/projects, services, and initiatives to provide, information and analytical advice to service leads and the management team presenting a range of complex and contentious information

Motivate, train and overcome barriers to understanding with empathy and clear communication

Liaise with DHSC Regional leads to deal with issues that arise, as well as with the District and Borough representatives to secure and support mobile testing sites.

* Assess or conduct analysis, presenting results and putting forward recommendations on managing more complex situations to support decision making.
* Analyse and make recommendations for improvement or development of existing systems, processes or policy.

Service Delivery
* Maintain, develop and review systems, processes, procedures and working methods to maximise service delivery, quality, efficiency and compliance.
* Provide specialist/professional advice and recommendations within defined policy/strategy and procedures to support informed decision making.

Planning & Organising
* Plan workloads and secure resources to enable the team/s to achieve a quality service.
* Lead projects and reviews within a defined area of work as directed by manager to support and enhance service delivery.

Finance/Resource Management
* May assist with budget/resource/funding management in accordance with the organisation's policies and procedures.
* May have delegated responsibility for a budget(s).

Work with others
* Liaise, communicate and build relationships with other internal departments, customers, partner organisations, agencies and/or contractors to support and represent the team/service.

People Management
* May manage a team operating in a well defined specialist area or oversee the delivery of a range of support services to a service or function.
* Monitor and support the performance management and development of team members to ensure that individual contributions are maximised.
* Operate as an individual responsible for the delivery of a high level and complex service.
