Position: Transport planning Officer

Location: Croydon

Duration: 3 Months +

We're currently looking for a Transport Planning Officer to act for the Client under the direction of the Head of Transport to lead on the assessment of the strategic transport and other transport planning implications of major and minor development proposals. You will also lead the process of negotiating and providing strategic transport planning advice on Section 106 agreements, and ensuring timely and effective engagement and coordinated advice regarding section 278 agreements.

Key Accountabilities:

  • Successfully manage the process in the Strategic Transport Service of reviewing and advising on Pre-apps, Planning applications, discharge of conditions/planning agreements and planning appeals.

  • Continually monitoring the workload arriving from the Development Management Team, ensuring cases are appropriately prioritised and allocated.

  • Ensuring that appeals (written reps, hearings and inquiries) are resourced appropriately)

  • To act as lead advisor regarding the transport and access implications of development proposals and giving evidence at public inquiry information hearing and via written representation.

  • Ensuring that appropriate financial contributions are negotiated to adequately mitigate/ avoid transport impacts.

  • Taking the Service lead on planning appeals (but delegating or escalating as appropriate) ensuring quality of evidence both written and presented in hearings and inquiries, and working closely with barristers/ Counsel to develop robust, technically and legally sound arguments and cases.

Essential Knowledge, Skills and Experience

  • An appropriate qualification in transport planning, town/city planning, highway or traffic related field with extensive post qualification experience.

  • Expert knowledge and understanding of strategic transport in an urban environment in relation to built development, plans proposals and growth.

  • Expert knowledge and understanding of traffic and highway engineering and legislation in relation to development proposals.

  • Skilled at managing a complex and pressured workload.

  • Ability to lead, motivate, supervise, support and advise Transport Planners, other officers, consultants and agency staff.

  • Experience providing strategic transport planning advice in an urban environment.

  • Considerate experience of providing strategic transport planning advice at public inquiry, information hearing and via written representation.
